SUBJECT: Consideration of High Profile Solicitation for Release

DATE: December 15, 2020

The following high profile solicitation is scheduled to be released next month.

Annual Contract for Dangerous Premises Abatement Lot Clearing and Securing of Structures - The Development Services Department is seeking multiple contractors to provide dangerous premises abatement services to identified properties city wide on an "as-needed" basis. Services shall include clearing and mowing grass and weeds; removing all brush, rubbish, rocks, bricks, and trash; painting over graffiti; when necessary, securing accessible structures by attaching plywood to first floor doors and windows; and when necessary, clearing debris from structures. These services are to ensure public health and safety by securing accessible structures and/or removing debris that presents visual obstructions of pedestrians or drivers near the right of way, provides cover for illegal activity, and/or facilitates rodent or infestation harborage.

The third extension of the current dangerous premises services contract (year 4) expires on June 30, 2021. The fourth and final contract extension (year 5) will not be executed due to only three of the four vendors initially selected are still providing these services. One of the vendors was released from the contract due to performance issues. In addition, the proposed new contract is slated to include modifications in the pricing structure to standardize the amount each vendor charges for providing dangerous premises abatement services.
