Construction Contract for the Medina River Greenway Phase 3 Finalization Project

 

 

SUMMARY:

 

Ordinance authorizing a one-time capital improvement expenditure in the amount of $1,247,122.00 payable to Clearfield Construction, LLC for the Medina River Greenway Phase 3 Finalization Project located in Council District 3.  Funding in the amount of $1,247,122.00 is available from the voter approved Sales Tax Venue funds included in the FY 2020 - FY 2025 Capital Improvement Program. Of that, $473,927.10 will be reallocated from the Citywide Creekway Trail Development Project to the Medina River Greenway Phase 3 Finalization Project. Upon project completion, funding for associated operating expenses will be addressed through the City’s annual budget process.

 

BACKGROUND INFORMATION:

 

This ordinance approves a construction contract with Clearfield Construction, LLC for the Medina River Greenway Phase 3 Finalization Project.  Design work was performed by Bain Medina Bain, Inc.  The Medina River Greenway Phase 3 Finalization Project consists of the completion of a concrete bridge at Leon Creek, a new prefabricated bridge at the Medina River, a concrete boardwalk, retaining wall repairs, pedestrian railing, and other miscellaneous items in order to complete the Medina River Greenway Phase 3 project.

 

The proposed projects are part of a growing network of interconnected hike and bike trails now known as the Howard W. Peak Greenway Trails system, which is funded through sales tax initiatives approved by voters in 2000, 2005, 2010, and 2015.  The objectives of the program are to acquire and preserve open space along San Antonio creekways and to develop multi-use hike and bike trails, trailheads, signage, and associated amenities for use by San Antonio residents and visitors.

 

The Request for Low Qualified Bids was advertised the fourth week of May and the first, second and third weeks of June 2019 in the Hart Beat, the Texas Electronic State Business Daily, the City’s website, and announced on the City’s public access station TVSA.  Three (3) bids were received.  After reviewing the bidders’ qualifications and conducting interviews, Clearfield Construction, LLC was selected with the lowest qualified bid of $1,247,122.00.  A standard construction contract will be executed and a summary of the bids is shown on Exhibit I.  Clearfield Construction, LLC currently has one annual contract with the City of San Antonio.  It is anticipated that construction will begin in October 2019 and will be completed in fall of 2020.

 

This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program.  Clearfield Construction, LLC. is a small minority-owned firm that will be self-performing the 15% Minority and/or Women-Owned Business Enterprise (M/WBE) subcontracting goal and has committed to satisfying the 2% African American Business Enterprise (AABE) subcontracting goal.

 

 

ISSUE:

 

This ordinance accepts the lowest qualified bid and awards a construction contract to Clearfield Construction, LLC in the amount of $1,247,122.00, from the Sales Tax Venue funds.

 

 

ALTERNATIVES:

 

As an alternative, City Council could choose not to award this construction contract and request staff rebid the project.  However, in doing so the project would be delayed and risk potential cost increases due to market inflation.

RECOMMENDATION:

 

Staff recommends approval of this ordinance to accept the lowest qualified bid and awarding a construction contract to Medina River Greenway Phase 3 Finalization Project in the amount of $1,247,122.00.  This construction contract was developed utilizing the formal competitive bid process; therefore, a Contracts Disclosure Form is not required.
