Authorization of a Contract with VHS San Antonio Partners, LLC dba Baptist Health System

 

 

SUMMARY:

 

This ordinance authorizes approval of a contract with VHS San Antonio Partners, LLC dba Baptist Health System for the purpose of providing three Mental Health Clinicians. The contract will begin upon approval from City Council through September 30, 2019 for an initial term amount not to exceed $174,560, with four, one year renewal options for a total contract amount not to exceed $894,546 subject to City Council approval through the budget process. Funding in the amount of $174,560 is available in the Human Services General Fund FY 2019 Adopted Budget. Funding for the four, one year renewal options will be subject to future city council appropriation as part of the budget process.

 

 

BACKGROUND INFORMATION:

The FY 2019 Budget approved funds in the annual amount of $180,000 to enhance the efforts of the Department of Human Services (DHS) and the San Antonio Police Department (SAPD) Mental Health Detail. The funding provides for additional clinicians to assist with homeless outreach efforts, case management and coordination of mental health and substance use services for individuals in crisis. The contracted staff will be part of a team consisting of Mental Health Detail SAPD Officers, Homeless Outreach Positive Encounters (HOPE) Officers, San Antonio Fire Department Mobile Integrated Health and the COSA Coordinated Homeless Encampment Outreach Team.

 

The contracted staff will help facilitate an immediate and long-term care plan to address the homeless’ serious mental illness and substance use concerns. Upon stabilization, the team will develop a plan for housing, healthcare and economic concerns for long-term stability, with the goal of helping chronic homeless find stable housing/shelter and reduce the number of calls for police service, police contacts and emergency room visits/hospital visits.

 

On October 15, 2018, the Department of Human Services (DHS) released a Request for Proposals (RFP) to solicit responses from qualified respondents for the purpose of providing Mental Health Clinicians. The RFP was advertised in the San Antonio Express-News, San Antonio e-Procurement system, the City’s Bidding and Contracting opportunities website TVSA and outreach notices were sent notifying potential respondents of the RFP. A pre-submittal conference was held on October 24, 2018 to answer questions from potential respondents.

 

The RFP closed on Wednesday, November 14, 2018 and three (3) agency proposals were received and submitted to the Evaluation Committee for scoring. The four-member Evaluation Committee included representatives from DHS, SAPD and the Southwest Texas Regional Advisory Council (STRAC). The Evaluation Committee met on December 14th and recommended award to VHS San Antonio Partners, LLC dba Baptist Health System.

 

Respondents were evaluated based on the firm’s qualifications, experience, proposed plan, and price schedule. The evaluation of each proposal is based on a total of 100 points; 25 points allotted for experience, background, qualifications; 35 points allotted for the proposed plan and 15 points allotted for the respondent’s price schedule. Ten preference points were allocated for the Small Business Economic Development advocacy (SBEDA) program, in addition to 10 points for Local Preference Program and 5 points for the Veteran-Owned Small Business Preference Program.

 

Based on the proposal review, staff recommends entering into an agreement with VHS San Antonio Partners, LLC dba Baptist Health System to provide three Mental Health Clinicians consisting of two (2) licensed Mental Health practitioners (LPC, LCSW, or LMSW) and one Qualified Mental Health Professional (QMHP). 

 

 

ISSUE:

 

This ordinance authorizes approval of a contract with VHS San Antonio Partners, LLC dba Baptist Health System for the purpose of providing Mental Health Clinicians. The contract will begin upon approval from City Council through September 30, 2019 for an initial term amount not to exceed $174,560, with four, one year renewal options for a total contract amount not to exceed $894,546. Funding in the amount of $174,560 is available in the Human Services General Fund FY 2019 Adopted Budget. Funding for the four, one year renewal options will be subject to future city council appropriation as part of the budget process.

 

This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on the contract. The Goal Setting Committee applied the Small and Minority/ Women-Owned Business Enterprise Prime Contract Program with ten (10) evaluation preference points.

 

In accordance with Local Preference Program, the recommended Respondent received 5 points for being located within the incorporated San Antonio city limits.

 

The recommended respondent is not a veteran owned small business therefore the Veteran-Owned Small Business Preference Program was not applied.

 

 

ALTERNATIVES:

 

If this Contract is not approved, the Department of Human Services would need to issue another Request for Proposal (RFP) to select and award a Contract to provide Mental Health Clinicians

RECOMMENDATION:

 

Staff recommends approval of this ordinance authorizing a contract with VHS San Antonio Partners, LLC dba Baptist Health System for the purpose of providing Mental Health Clinicians. This contract is procured by means of Request for Proposals and the Contract Disclosure Form is attached.
