SUBJECT:

Fiberglass Reinforced Polymer (FRP) Panels for Salado Creek Boardwalk

SUMMARY:

This ordinance authorizes a contract with Asset Integrity Management Solutions, LLC to provide 1,100 Fiberglass Reinforced Polymer panels for the Parks & Recreation Department for a total cost of $134,750.00.  The panels will be utilized on the Salado Creek Boardwalk.  Funding is available from the Renovation of Creekway Improvements Project.

BACKGROUND INFORMATION:

Submitted for City Council consideration and action is the attached tabulation of two competitive bids received to provide 1,100 fiberglass reinforced polymer (FRP) panels for the Parks and Recreation Department for a total cost of $134,750.00.  The panels will be utilized at the Salado Creek Boardwalk.

These 1,100 FRP panels consist of a gritted top finish anti-skid material and will be installed at the Salado Creek Boardwalk by the Parks & Recreation Department staff.  The Salado Creek Boardwalk is located within the 100-year floodplain and becomes covered with slow-moving water approximately four times per year.  The installation of the FRP panels on the Salado Creek Boardwalk will help deter any slipping over the boardwalk that could result in injury.

The Salado Creek Boardwalk is part of the Howard W. Peak Greenway Trails system located along Salado Creek between Wetmore Road and Nacogdoches Road just west of Lady Bird Johnson Park.  The Howard W. Peak Greenway Trails system consists of multi-use hike and bike trails, trailheads, signage and associated amenities for use by San Antonio residents and visitors.

ISSUE:

This contract will provide the Parks and Recreation Department with 1,100 fiberglass reinforced polymer panels to be utilized at the Salado Creek Boardwalk.  Each FRP panel measures 4’x8’x1/8” thick and has a gritted-top coarse finish for slip resistance.  The panels have passed stringent quality assurance tests to insure corrosion resistance, durability and consistent non-skid features. The panels will be delivered for the Salado Creek Boardwalk and will be installed by Parks staff.

The purchase of these panels is consistent with the design for this park improvement project and will enhance the Salado Creek Boardwalk.

The FRP panels have a minimum 5 year unlimited warranty that guarantees panels to be free of defects in material and workmanship.  The warranty shall commence from the date the City accepts delivery of the panels.

The contract is within the scope of the SBEDA Program. However, due to lack of available firms and/or subcontracting opportunities, the Goal Setting Committee was unable to apply a SBEDA tool to this contract.

There were no bids submitted from local bidders for this contract, therefore, the Local Preference Program was not applied.

The Veteran-Owned Small Business Preference Program does not apply to goods/supplies contracts, so no preference was applied to this contract.

ALTERNATIVES:

Should this contract not be approved,  the Parks and Recreation Department will consider the option of closing the trails when there are wet conditions and/or increase warning signage in the area, however the department does not consider these to be permanent solutions.

FISCAL IMPACT:

The purchase of these 1,100 each fiberglass reinforced polymer panels is for a total cost of $134,750.00 and funding is available from the Renovation of Creekway Improvements Project.
