SAFD-Mobile Pump Testing System
SUMMARY:
This ordinance authorizes acceptance of a contract with Lonestar Fire Specialties to provide the San Antonio Fire Department with one mobile pump testing system for a total cost of $85,000.00. This procurement was processed utilizing a Public Health or Safety Exemption for brand/model specificity in accordance with the equipment recommendation by the Labor Relations Committee for an amount not to exceed $85,000.00.
BACKGROUND INFORMATION:
Submitted for City Council consideration and action is the offer from Lonestar Fire Specialties for the purchase of one mobile pump testing system for the San Antonio Fire Department for a total cost of $85,000.00.
The National Fire Protection Association (NFPA) Standard 1901 dictates that all fire apparatus with pumps are to be tested once a year and supporting documentation be completed. The existing fleet is comprised of 72 apparatuses with pumps. The current practice to maintain NFPA compliance standards is for SAFD personnel to drive the apparatuses to the SAFD Fleet Shop on Zarzamora Street where pump tests are performed by non-mobile equipment. That facility is closing and will no longer be available.
The mobile pump testing system from Lone Star Fire Specialties will streamline the testing process by taking the mobile pump testing system to each appartuses’ base of operations. The elimination of the current practice of driving the apparatuses to a central testing location will eliminate an average of 3 hours to the 4.5 hour average procedure. With testing equipment on site, service time will be reduced to 1.5 hours, therefore minimizing the potential lack of coverage.
ISSUE:
This contract will provide the SAFD with one mobile pump testing system for a total cost of $85,000.00. The InTech Trailer and pump testing system are covered by a 1 year from time of delivery. The Poly Tank is covered by a lifetime warranty.
Should this contract not be approved, the Fire Department would be required to maintain the current practice utilized for testing in order to maintain compliance with the NFPA 1901 standard for system testing. A facility would have to be located where the apparatuses could be driven for testing; thereby the efficiency created by the mobile testing system would not be realized.
Due to the lack of small, minority, and/or women businesses available to provide these goods, the SBEDA Program did not apply to this solicitation.
The recommended award is an exception to the Local Preference Program.
The Veteran-Owned Small Business Preference Program does not apply to goods/supplies contracts, so no preference was applied to this contract.
ALTERNATIVES:
The purchase of the mobile pump testing system is necessary to ensure that SAFD maintains compliance with the latest NFPA 1901 standard to provide essential services to the residents of San Antonio.
FISCAL IMPACT:
The purchase of one mobile pump testing system is for a total cost of $85,000.00. The purchase will be funded through the General Fund.
RECOMMENDATION:
Staff recommends the approval of the contract with Lonestar Fire Specialties to provide one mobile pump testing system for a total cost of $85,000.00.
This contract was procured by means of a Public Health or Safety Exemption in order to preserve and protect the public safety of the city’s residents and a Contracts Disclosure Form is not required.
