Contract Award: Wurzbach Parkway: Skyplace Extension
 
SUMMARY:
 
An ordinance accepting the lowest responsive bid and awarding a construction contract for the Wurzbach Parkway Skyplace Boulevard Extension Project, including a substitutive alternate, in the amount of $3,099,389.00, to Pronto Sandblasting & Coating & Oil Field Services; a General Obligation funded project, located in Council District 9 and 10. Of the total contract amount, $25,900 will be reimbursed by AT&T.
 
BACKGROUND INFORMATION:
 
The 2007-2012 General Obligation Bond Program authorized the funding of the Wurzbach Parkway/Arterial Connector Project to supplement the Texas Department of Transportation (TxDOT) Wurzbach Parkway Project. The Wurzbach Parkway/Arterial Connector Project provided funding for right-of-way acquisition, environmental services, design, utility relocation and other associated project tasks    
 
As a result of TxDOT's Wurzbach Parkway construction, access to the north side of the airport facilities, currently used by Airport tenants and employees, will be impacted.  To mitigate this impact the extension of Skyplace Boulevard was conceptualized as a way to improve and provide un-flooded, permanent access to the northside of the airport for employees and tenants.  The remaining funds from the Wurzbach Parkway/Arterial Connector Project, a 2007-2012 General Obligation Bond Program Project, will fund the construction of the Skyplace Boulevard roadway extension project to provide access for the employees and tenants.  
 
The Skyplace Boulevard is an extension of the Wurzbach Parkway through Airport property and in coordination with the San Antonio International Airport and the Texas Department of Transportation (TxDOT).  
 
The project provides entrance by way of the Salado Basin and includes the construction of curbs, light poles, a security fence and drainage improvements.  The additive alternate identified as part of this contract will provide the 72,895 cubic yards of soil that is required to build the road.
 
Project construction is anticipated to begin November 2014 and estimated to be completed by July 2015.
 
Procurement of Services
This Project was advertised for construction bids in June 2014 in the San Antonio Hart Beat, the City of San Antonio Bidding and Contracting Opportunities website, Texas Electronic State Business Daily, on TVSA and through the TCI Small Business Office. Plans were available to potential bidders at the office of GGI, Inc. located 5938 Broadway St, San Antonio, TX 78209. Bids for this project were opened on July 29, 2014 and three (3) bidders responded. Of these, Pronto Sandblasting & Coating & Oil Field Services submitted the lowest responsive bid. A matrix of the bid outcome is included herein.
 
This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on the contract. The Goal Setting Committee set a 12% Small Business Enterprise (SBE) subcontracting goal and a 6% Minority/Women Business Enterprise (M/WBE) subcontracting goal.  Pronto Sandblasting & Coating & Oil Field Services has committed to 20% SBE subcontractor participation and 20% M/WBE subcontractor participation.  Pronto Sandblasting & Coating & Oil Field Services is also a certified small business, bringing SBE participation to 100%.
 
This construction contract was developed utilizing the low bid process; therefore, a Discretionary Contracts Disclosure Form is not required.
 
 
ISSUE:
 
An ordinance accepting the lowest responsive bid and awarding a construction contract in the amount of $3,099,389.00 payable to Pronto Sandblasting & Coating & Oil Field Services, for the construction of the Wurzbach Parkway Skyplace Boulevard Extension project, a General Obligation funded project, located in Council Districts 9 and 10. Of the total contract amount, $25,900 will be reimbursed by AT&T.
 
This project provides for the extension of Skyplace Boulevard to the northeast Airport entrance by way of the Salado Basin and includes the construction of curbs, light poles, a security fence and drainage improvements. The additive alternate identified as part of this contract will provide the 72,895 cubic yards of soil that is required to build the road.
 
Project construction is anticipated to begin November 2014 and estimated to be completed by July 2015.
 
Approval of this ordinance will be a continuation of City Council policy to complete previously approved 2007-2012 Bond funded projects.
 
ALTERNATIVES:
 
As an alternative, City Council could choose not to award this contract and require staff to re-advertise this project. Considering the additional time required for another solicitation process, this would adversely affect the timely completion of the project and funding.
 
 
FISCAL IMPACT:
 
This is a one-time capital improvement expenditure in the amount of $3,099,389.00 authorized payable to Pronto Sandblasting & Coating & Oil Field Services. Of this amount, $25,900 will be reimbursed by AT&T. Funds are available from previously authorized 2007-2012 General Obligation Bond called Wurzbach Parkway Project and is included in the FY 2014-2019 Capital Improvements Program.
 
RECOMMENDATION:
 
Staff recommends approval of this ordinance accepting the lowest responsive bid and awarding a construction contract in the amount of $3,099,389.00 payable to Pronto Sandblasting & Coating & Oil Field Services.
