SUBJECT: Contract Amendment - Project Controls of Texas - Alamodome Inspections
SUMMARY:
An ordinance authorizing an amendment to the existing contract with Project Control of Texas, Inc. (PCT) increasing the contract amount by $965,000.00, for a revised total contract value not to exceed $10,165,000.00, and appropriating $965,000.00 from the Redemption & Capital Reserve Fund for specialized technical construction inspections and other oversight functions for the Alamodome Renovation Project, located in Council District 2.
BACKGROUND INFORMATION:
In November 2014, the NCAA selected the City of San Antonio to host the NCAA Men’s College Basketball Final Four Tournament in 2018 at the Alamodome. A contributing factor of the City winning the bid relied on the integrated nature of the Alamodome and Henry B. Gonzalez Convention Center, along with the City’s commitment to have renovations to the Alamodome substantially completed by November 1, 2017.
The Alamodome Renovations Project includes the demolition and expansion of the Alamodome’s north plaza, the expansion of the concourses at plaza level on the east and west sides of the facility, renovation of locker rooms and IT upgrades, to include modification and upgrades to the scoreboards, ribbon boards and an associated control room. Construction schedule and activities have been coordinated to work around the daily Alamodome operations, of both planned and future events taking place in the facility.
Due to the size, critical timeline and technical nature of the Alamodome Renovations Project, TCI awarded a task order to Project Control of Texas, Inc. to provide initial on-sight inspection and detailed design peer review through 2016. This amendment will allow for Project Control Texas to continue with providing specialized inspection of critical IT, audio, visual and smoke control aspects of the Project as defined within the scope through the design process.
The Project’s design is complete and the initial construction began in January 2016, with an anticipated completion date of November 2017.
Previous Council Action
On January 15, 2015, through Ordinance 2015-01-15-0011, City Council authorized the execution of an amendment to the on-call contract with Project Control of Texas, Inc. (PCT) in an amount not-to-exceed $1,200,000.00 for initial design review and general construction inspections for a total contract amount of $9,200,000.00. Due to the integrated nature of both the Alamodome and the Convention Center, PCT has provided technical support to garner existing management efficiency and to provide a single source of technical assistance that coincided with the Henry B Gonzalez Convention Center Expansion Project.
ISSUE:
This ordinance authorizes a planned amendment to the existing contract with Project Control of Texas, Inc. increasing the contract amount by $965,000.00, for a revised total contract value not to exceed $10,165,000.00, and appropriating $965,000.00 Redemption & Capital Reserve Funds for specialized technical construction inspections and other oversight functions for the Alamodome Renovation Project, located in Council District 2.
As planned, it is necessary to increase the contract with Project Control of Texas’ in order to allow for additional inspection and management services. When PCT’s contract was amended in January 2015, it allowed PCT to begin providing technical services while the design scope was underway. As the scope has been finalized, it has been determined that additional scope will need to be added to PCT’s contract to include management of the Project’s complex IT, audio, visual and smoke control systems. This will ensure these critical systems meet NCAA expectations and the Alamodome be fully functional to support the NCAA Men’s College Basketball Final Four Tournament in April 2018.
Initial construction began in January 2016 and substantial completion is anticipated for November 2017.
ALTERNATIVES:
As an alternative, City Council could choose not to authorize this amendment; however the Alamodome Renvoations Project would not be able to move forward without this technical support and would jeopardize the Project’s ability to meet critical milestones and functional system checks, resulting in the Alamodome’s inability to meet NCAA requirements for the 2018 Men’s College Basketball Final Four Tournament games.
FISCAL IMPACT:
This amendment appropriates $965,000.00 to the Redemption & Capital Reserve Fund for a one-time capital improvement expenditure in a not-to-exceed amount of $965,000.00, authorized payable to Project Control of Texas, Inc. This amendment increases Project Control of Texas, Inc.’s not-to-exceed contract amount from $9,200,000 to $10,165,000.00.
RECOMMENDATION:
Staff recommends approval of this ordinance authorizing the execution of a planned amendment to the existing contract with Project Control of Texas, Inc., increasing the contract amount by $965,000.00 for a total contract value not to exceed $10,165,000.00, for specialized technical construction inspections and other oversight functions for the Alamodome Renovation Project.
