SUMMARY:
 
This ordinance awards a CCPF grant allocation to San Antonio Sports in an amount not to exceed $32,443.42 for the Fit Family Challenge District 4 5K, and the District 6 Fitness 5K and $13,137.18 to the San Antonio Public Library Foundation to support special programming like traveling exhibitions, readings and discussions.
 
 
BACKGROUND INFORMATION:
 
City Council approved the repeal of the Human Development Services Fund (HDSF) and established the City Council Project Funds (CCPF) along with improvements to the program in December 2011.
 
Eligible Expenditure Categories include: Education, District/Community Events and Youth/Senior Activities. Restrictions and Exemptions for Expenditures include: Delegate agencies funded in whole or part by the City are ineligible for receiving CCPF assistance unless it is requested for a different program or service the agency operates, CCPF may not be awarded for operational support of City Departments; additional ineligible expenditures: gas and gift cards, alcohol, and the rental or purchase of livestock.
 
City Council approval is required for allocations exceeding $10,000 to an applicant for the same program, activity, events, good or service.
 
Council District 4 is approving an allocation in the amount of $17,662.55 for the District 4 Heroes 5K.
 
Council District 6 is approving an allocation in the amount of $14,780.87 for the District 6 Fitness 5K.
 
City Council is approving an allocation in the amount of $13,137.18 to the San Antonio Public Library Foundation to support special programming such as traveling exhibitions, readings and discussions.  The allocation breakdown is in the chart below.

ISSUE:
 
Started in 2010, San Antonio Sports Fit Family Challenge is a free annual 4-month county wide family fitness program conducted over the summer (May - August) with the goal to improve the health and wellness of San Antonio families through routine family-friendly physical activity and nutrition education. Our target audience is San Antonio families with children under 18 years of age, focusing on families living in 10 zip codes identified by San Antonio Metro health as at risk for poor health. Families are asked to exercise towards the recommended 60 minutes a day, set health and fitness goals and track physical and nutrition activity, make a commitment to eat healthier, and attend Fit Family Challenge events. The program includes a comprehensive evaluation using surveys, observations and BMI analysis of target families to measure program impact on family health and wellness.
 
San Antonio Sports, a 501c3, is requesting a City Council Project Funds grant from City Council District 4 and City Council District 6 to support the implementation of a county-wide family-friendly fitness and nutrition event. The District 4 Heroes 5k occurred at Port San Antonio on Saturday, May 17, 2014. Families were given free access to a 5k run, nutrition education, a health fair, healthy incentives and recognition for leading active healthy lifestyles.
 
The District 6 Fitness 5k event occurred at Northside ISD's Gustafson Stadium on Saturday, June 7, 2014. Families that were given free access to fitness activities, nutrition education demonstrations, a health fair, healthy incentives, and recognition for leading active healthy lifestyles. Approximately 1000 family members are expected to participate in each event.
 
San Antonio Public Library Foundation hosts a variety of programs for youth, teens and families. These programs offer a dynamic exchange of information and lifelong learning opportunities through hands-on activities, author readings, lectures, panel discussions, film screenings and more. The Foundation's support enables programming that encourages regular Library visits and on-going learning at all 26 branches.
 
 
ALTERNATIVES:
 
City Council could choose not to approve this CCPF allocation.
 
 
FISCAL IMPACT:
 
Funding for these allocations is available in FY 2014 General Fund Adopted Budget.
 
 
RECOMMENDATION:
 
Staff recommends the approval of this ordinance.
