MEMORIAL DESIGNATION Case S15-003 (District 6): An Ordinance authorizing the Street Memorial Designation "SPC Dane Balcon Way" to Military Drive between Hunt Lane and Sequoia Height, in City Council District 6, San Antonio, Texas.

Reason for request:  As a memorial to Army SPC Dane R. Balcon son of Dr. Carla Sizer who was an active member of the armed drill team of the Air Force JROTC program at Warren High School and was deployed to Iraq in support of Operation Iraqi Freedom; he made the ultimate sacrifice for his country on September 5, 2007.
 
General Location:  At the entrances of Warren High School between Hunt Lane an Sequoia Height.
 
Recommendation:  Staff recommends approval
 
BACKGROUND INFORMATION:

Street Segment Size:  Approximately 703 Linear Feet
 
 
 
Notification:
 
Notices mailed February 5, 2015,
- to 7 property owners abutting the segment of the street proposed for a memorial designation.
-Notice sent to the Enclave at Westover Hills Homeowners Association
-To the present, staff has received no written response from the adjacent property owners.      
 
Analysis:
 
The segment of the street consists of approximately seven hundred three (703) linear feet. (Attachment 2)  The properties that abut this street segment consist of a High School, one (1) commercial property and five (5) residential properties.
 
Inter-jurisdictional Review:
In accordance with Section 6-675 of the City Code, the following agencies reviewed the proposed street name change request:

§      Alamo Regional Mobility Authority
§      Bexar County;
§      Bexar Metro 9-1-1 Network;
§      City Public Service ("CPS") Energy;
§      Applicable Independent School District;
§      San Antonio Water System ("SAWS");
§      TXDOT;
§      United States Postal Service ("USPS"); and
§      VIA Metropolitan Transit.
 
The City of San Antonio did not receive any objections or concerns to the proposed memorial designation from these agencies. The USPS approved the proposed street name on December 11, 2014, in accordance with Sections 6-675 of the City Code and 35-506(h)(1) of the Unified Development Code ("UDC") (ATTACHMENT 3).
 
Interdepartmental Review:
All City Departments reviewed the proposed request in accordance with Section 6-675 of the City Code. There were no objections or concerns to the proposed change or new street name from other City Departments.
 
ISSUES:
 
None.
 
ALTERNATIVES:
 
Denial of the memorial designation request would not cause any health and safety issues.
 
 
 
FISCAL IMPACT:
 
The fees associated with the request total $1,695.13, which the applicant has paid.  The fees apply to $1,000.00 application fee, $31.50 notification fee, and $663.63 signage manufacturing and installation for two signs.
 
RECOMMENDATION:
 
In accordance with Section 6-674 of the City Code, the memorial designation of Military Drive as been submitted to honor the memory of Army SPC Dane R. Balcon son of Dr. Carla Sizer who was an active member of the armed drill team of the Air Force JROTC program at Warren High School and was deployed to Iraq in support of Operation Iraqi Freedom; he made the ultimate sacrifice for his country on September 5, 2007 and staff recommends approval.
