Regenerative Air Street Sweeper
SUMMARY:
This ordinance authorizes the acceptance of an offer from TYMCO, Inc. to provide the Aviation Department with a replacement regenerative air street sweeper for a total cost of $239,970.00. Funding is available in the FY 2019 Airport Operating and Maintenance Fund Budget.
BACKGROUND INFORMATION:
Submitted for City Council consideration and action is the attached offer from TYMCO, Inc. to provide the Aviation Department with one regenerative air street sweeper for a total cost of $239,970.00.
The regenerative air street sweeper will be utilized by aviation maintenance personnel to sweep debris from airport runways, streets and parking lots. There are currently twenty sweepers in the City’s fleet, of which two sweepers belong to the Aviation Department. This purchase will provide one replacement sweeper.
ISSUE:
This contract will provide the Aviation Department with one replacement regenerative air street sweeper which will be used to sweep debris from airport runways, streets and parking lots.
This unit will be purchased from TYMCO, Inc. utilizing the Houston-Galveston Area Council of Governments (HGAC) cooperative purchasing agreement passed on resolution 96-41-48 dated October 10, 1996. This purchase will utilize HGAC contract number FS12-17.
The life expectancy of the regenerative air street sweeper is 120 months.
The cab and chassis is covered by a two year unlimited miles warranty, the engine and transmission are covered by three years, unlimited miles warranty. The regenerative air street sweeper body is covered by a one year, 1000 hour warranty on parts and labor.
The Small Business Economic Development Advocacy (SBEDA) Ordinance requirements were waived due to the lack of small, minority, and/or women businesses available to provide these goods and services.
The recommended award is an exception to the Local Preference Program.
The Veteran-Owned Small Business Program does not apply to goods/supplies contracts, so no preference was applied to this contract.
ALTERNATIVES:
The current regenerative air street sweeper scheduled for replacement has met or will meet its age and or mileage requirement cycle before it is replaced. The replacement date is considered the optimum time for replacement in that delay of the acquisition could result in the vehicle incurring higher maintenance cost as a result of age or high mileage. This could impact the City’s ability to provide essential services to the residents of San Antonio.
FISCAL IMPACT:
This ordinance authorizes the acceptance of an offer from TYMCO, Inc. to provide the Aviation Department with a replacement regenerative air street sweeper for a total cost of $239,970.00. Funding is available in the FY 2019 Airport Operating and Maintenance Fund Budget.
RECOMMENDATION:
Staff recommends the approval of a contract to purchase one regenerative air street sweeper from TYMCO, Inc. for a total cost of $239,970.00.
This contract was procured on the basis of cooperative purchasing and a Contract Disclosure Form is not required.
