Amendment: Martin Luther King Park

 

 

SUMMARY:

 

An ordinance authorizing an amendment in the increased amount of $101,250.92 to the $225,827.01 professional services agreement with Halff Associates, Inc. for additional engineering design services on the Martin Luther King Park Project, a 2012-2017 Bond-funded project, located in Council District 2.

 

 

BACKGROUND INFORMATION:

 

Project Background

On May 12, 2012, voters approved the City’s 2012 Bond Program which appropriated $2,000,000.00 for park improvements at Martin Luther King Park, located in Council District 2.

 

This project will remove the existing low water crossing and install a new bridge structure at the Salado Creek, in order to provide improved access through the Martin Luther King Park from the south side of the Salado Creek to the north through the Wheatley Heights Sports Complex Area.  In addition to the new bridge structure, design services also will provide for roadway alignment and adjustments leading up to the new bridge structure, modifications to existing parking as a new monument/entry sign at the entrance to Martin Luther King Park at Martin Luther King Drive and modifications to the existing entry sign on Houston Street.  The design portion of these additional improvements is anticipated to be completed and approved by September 2016. The project is anticipated to begin construction in February 2017 and is estimated to be completed by September 2017.

 

Previous Council Action

A previously executed contract with Halff Associates, Inc. for the Martin Luther King Park Project in the amount of $155,129.91 was approved by City Council on October, 11, 2012 through Ordinance 2012-10-11-0794.  Amendments have increased this contract by $70,697.10 to a total of $225,827.01. This amendment will increase the contract by $101,250.92 to a total contract amount of $327,077.93.

This contract was developed utilizing a formal request for qualifications process; therefore, as required by the Ethics Ordinance, a Discretionary Contracts Disclosure Form is included herein as an attachment.

 

 

 

ISSUE:

This ordinance authorizes an amendment in the increased amount of $101,250.92 to the $225,827.01 professional services agreement with Halff Associates, Inc. for additional engineering design services for the Martin Luther King Park Project, a 2012-2017 Bond funded project, located in Council District 2.

The 2012-2017 Martin Luther King Park Bond Project approved, by voters, calls for general park rehabilitation and improvements to include site grading, entry and circulation enhancements.  Originally this project was scoped to include general park improvements and repair of the existing asphalt park roadways and parking areas.  Through the public input process, it was determined the project should include improved access through the park north from Martin Luther King Drive to Houston Street and, in particular, provide a new bridge structure to replace the existing vehicular low water crossing at the Salado Creek.  Due to the specific and structural nature of the change in scope, additional engineering design services are necessary.  This amendment will compensate Halff and Associates, Inc. for additional services in order to provide a complete design of the Martin Luther King Park Project.

 

 

ALTERNATIVES:

 

City Council could choose not to approve this item, resulting in the project’s inability to complete design and requiring staff to return to the public with reduced scope.  Considering the additional time required for additional public input, this would adversely affect the timely completion of the project. 

 

 

FISCAL IMPACT:

 

This is a one-time capital improvement expenditure in the amount of $101,250.92 authorized payable to Halff Associates, Inc.  Funds are available from the 2012-2017 General Obligation Bonds and are included in the FY 2016-2021 Capital Improvement Program Budget.

 

 

RECOMMENDATION:

 

Staff recommends approval of this ordinance amending a professional service agreement with Halff Associates, Inc. in an amount not to exceed $101,250.92 for additional design services.
