SUBJECT: Contract Award: Rigsby Bulky Residential Waste Drop-Off Center
 
 
SUMMARY:  An ordinance accepting the lowest qualified responsive bid and awarding a construction contract in the amount of $1,953,635.00, authorized payable to Vertex Corporation, for construction of the City's Solid Waste Services Rigsby Bulky Waste Residential Drop-Off Center located at 2755 Rigsby Road, a Solid Waste Contingency Fund funded project located in Council District 2.
 
BACKGROUND INFORMATION:
Project Background
In FY 2013, Solid Waste Management Department (SWMD) constructed two Bulky Waste Residential Drop-Off Centers to help reduce illegal dumping and provide a convenient way for customers to dispose of bulky waste at no cost. City Council approved the construction of two additional Bulky Waste Residential Drop-Off Centers for FY 2014.  These new centers will be constructed in the western and eastern sections of the City.  Upon completion, a total of four Bulky Waste Residential Drop-Off Centers, one in each quadrant of the City, will be open to residents.
 
This project will construct a new 2,800 square-foot crew quarters building, located at 2755 Rigsby Road, using existing City owned property to house offices, a common area, a custodian room, an IT/Security room, a women's toilet/locker room, a men's toilet/locker room.
 
The Rigsby property located at 2755 Rigsby Road operated as a landfill from 1976 to 1982.  After the landfill was closed, the property was purchased by the City in 1986.  Since it's de-commissioning the existing site has been under utilized and unsightly to the local residents and surrounding community.  SWMD capitalized on a great opportunity to repurpose this landfill to better enhance the quality of life for the nearby residents by constructing a new Bulky Waste Drop-Off Center.  This facility will not only bring enhanced curb appeal to the site, but will also help reduce illegal dumping in the area by offering customers a free and convenient option to dispose of bulky waste.  In an effort to gain support, SWMD was invited by City Council District 2 to present to a group of Neighborhood Home Owners Association and Neighborhood Presidents on July 9, 2013 at the District 2 Senior Center located at 1751 W.W. White Road.  The meeting was a great success with a majority of participants in favor of the new facility.
 
Procurement of Services
This Project was advertised for construction bids in the San Antonio Hart Beat, on the City's website and the Texas Electronic State Business Daily in December 2013.  In addition, the bid announcement was made on TVSA and through the Transportation and Capital Improvements Small Business Office.  Plans were also available for review by potential bidders at the office of Debra J. Dockery Architects, 118 Broadway, Suite 516, San Antonio, Texas, 78256.  Bids for this Project were opened on January 14, 2014 and nine (9) bidders responded.  Of these, Vertex Corporation submitted the lowest qualified responsive bid.
 
This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on the contract. The Goal Setting Committee set a 29% Small Business Enterprise (SBE) subcontracting goal and a 22% Minority/Women Business Enterprise (M/WBE) subcontracting goal. Vertex Corporation has committed to 48% SBE subcontractor participation and 40.6% M/WBE subcontractor participation.  Vertex Corporation is also a certified small business bringing total SBE participation to 91.4%.
 
This construction contract was developed utilizing the low qualified bid process; therefore, a Discretionary Contracts Disclosure Form is not required.
 
 
ISSUE:
An ordinance accepting the lowest qualified responsive bid and awarding a construction contract in the amount of $1,953,635.00, authorized payable to Vertex Corporation, for construction of Rigsby Bulky Waste Residential Drop-Off Center, a Solid Waste Contingency Fund funded project located in Council District 2.
 
This Project provides a new 2,800 square-foot crew quarters building located at 2755 Rigsby Road on the de-commissioned Rigsby landfill site owned by the City. The newly constructed facility will provide offices, a large workroom, a lockable closet, a custodian room, an IT/Security room, a women's toilet/locker room, a men's toilet/locker room.  Work includes fixed roof canopies, fabric canopies, retaining walls, pavements, sidewalks, utilities, fences and gates, landscaping, irrigation, site work, lighting, fire protection, electrical, mechanical, plumbing, information technology, security and associated improvements.  Project construction is anticipated to begin March 2014 and estimated to be completed by October 2014.
 
Approval of this ordinance will be a continuation of City Council policy to complete previously approved 2012-2017 Solid Waste Contingency Fund funded projects.
 
 
ALTERNATIVES:
As an alternative, City Council could choose not to award this contract and require staff to re-advertise this Project.  Considering the additional time required for another solicitation process, this would adversely affect the timely completion of the project and funding.  
 
 
FISCAL IMPACT:
 
This is a one-time capital improvement expenditure in the amount of $1,953,635.00, authorized payable to Vertex Corporation.  Funds are available from Solid Waste Contingency Fund and are included in the FY 2014-2019 Capital Improvement Budget.
 
 
RECOMMENDATION:
Staff recommends approval of this ordinance accepting the lowest qualified responsive bid and awarding a construction contract in the amount of $1,953,635.00, authorized payable to Vertex Corporation, for construction of Rigsby Bulky Waste Residential Drop-Off Center.
