S18-002 Street Name Change of Verano Parkway to Jaguar Parkway

 

 

SUMMARY:

 

Street Name Change Case S18-002 (Districts 3 & 4): A resolution recommending approval to change Verano Parkway to Jaguar Parkway, between S Zarzamora and Missouri Pacific Railroad Co.

 

BACKGROUND INFORMATION:

The Texas A&M University System, at the request of the Texas Legislature, began construction on the Texas A&M, San Antonio campus in May of 2010 on what will eventually be a 580-acre site on the city’s South Side, an area that has historically been underserved in higher education.  The University plans to have enrollment of 25,000 students by 2025, with future capacity up to 100,000 students for San Antonio and the surrounding community. 

Texas A&M San Antonio, in order to increase enthusiasm within the student body and develop a permanent presence within the community, directed Todd Mocabee, Director of Construction and Facilities to submit the request to change Verano Parkway to Jaguar Parkway, in honor of the University’s mascot.   The change will help promote the Texas A&M, San Antonio Jaguars now and in the future.

 

Community Meeting Date: June, 19, 2018 held at Texas A&M, San Antonio

-                     1 member of the community attended the meeting. 1 in favor and 0 in opposition.

 

On May 16, 2018, Historic Design Review Commission determined consideration was not applicable.

 

Planning Commission Public Hearing and Notification: July 11, 2018

 

-                     2 Notices mailed to property owners abutting the segment of the street being proposed for the street name change.

-                     0 Notices mailed to Neighborhood Associations.

-                     1 member of the community attended the meeting. 1 in favor and 0 in opposition.

 

Analysis:

 

This street name change was processed in accordance with Chapter 6 Section 672(c)(1) & (4) of the City Code that states although choices for names are unlimited, names generally should be chosen to reflect (1) The location or geographic area or feature; (4) Mascots. This request is to increase enthusiasm within the Texas A&M, San Antonio student body and develop a permanent presence within the community.

 

This Street Name Change would not require any address changes.

 

The segment consists of approximately seven thousand two hundred (7,200) linear feet.  4 ground mounted signs.

 

Inter-departmental Technical Review:

All City Departments reviewed the proposed request in accordance with Chapter 6 Section 675 of the City Code. The technical review included:

                     CPS Energy

                     Development Services

                     Office of Historic Preservation

                     San Antonio, ISD

                     San Antonio Water System (“SAWS”)

                     Transportation & Capital Improvement

                     United States Postal Service (USPS)

                     VIA Metropolitan Transit

 

The City of San Antonio did not receive any objections or concerns to the proposed street name change from these agencies. In addition, the United States Postal Service approved the proposed street name change on February 12, 2018 in accordance with Chapter 6 Section 675 of the City Code and Chapter 35 Section 506(h)(1) of the Unified Development Code (“UDC”).

 

ISSUES:

 

This request will impact the current street name.

 

ALTERNATIVES:

 

A recommendation of denial

 

 

 

FISCAL IMPACT:

 

The anticipated costs for the project for this action prior to City Council consideration totals $1,569.00. This includes an application fee of $1,000.00, estimated notification fee of $9.00 (2 x $4.50), and COSA sign manufacturing and installation cost of $560.00 (4 x $140.00) for ground mounted signs. All anticipated costs have been paid by applicant. 

 

RECOMMENDATION:

 

This proposed street name change meets the criteria of Chapter 6 Section 672(d)(7) of the City Code and staff recommends approval to change Verano Parkway to Jaguar Parkway, between S Zarzamora and Missouri Pacific Railroad Co.
