Fabric Shade Structure for Highland Park
 
 
SUMMARY:
This ordinance authorizes a contract with Shade Structures, Inc. for the purchase of one super span shade structure and one cantilevered support structure for a total cost of $65,737.00.  Funding for this purchase is included in the 2012 - 2017 Bond Program and located in Council District 3.
 
BACKGROUND INFORMATION:
Submitted for City Council consideration and action is the offer submitted by Shade Structures, Inc., utilizing the Texas BuyBoard Cooperative 423-13 effective October 1, 2013 - September 30, 2015 to provide one super span shade structure and one cantilevered support structure for a total cost of $65,737.00.  On May 12, 2012, San Antonio voters approved the 2012-2017 Bond Program, consisting of five propositions totaling $596 million.  The Bond Program funds will be used on various capital improvements projects to address community infrastructure needs and improve the overall quality of life in San Antonio.  As part of the program, Proposition 3 included Parks, Recreation and Open Space Improvements that would in order acquire, construct, equip and renovate various parks, recreational and open spaces throughout the City.
 
District 3 Parks Improvements: Highland Park:
 
ยท      Highland Park: Installation of a super span shade structure over existing basketball court and installation of a cantilevered support structure over the bleachers.  
The project requires the purchase of a shade structure procured by the City Purchasing Division. It will be installed separately utilizing a Job-Order-Contract task order, at the one park site.  There exists a desire by the City Parks & Recreation Department to adopt a standard shade unit that is durable and compatible with various site conditions and park locations.   Shade Structures, Inc. has demonstrated excellent past performance with this product and has met the Parks Department's expectations in previous shade projects.
 
Project construction for District 3, is anticipated to begin in April 2015 and be completed by June 2015.  
 
 
ISSUE:
This contract will provide for an amount not to exceed $65,737.00, payable to Shade Structures, Inc. for the fabrication and delivery of a shade unit and a super span shade unit to alleviate direct sun and reduce summer time heat for the summer program at Highland Park.  These improvements are included in the Parks, Recreation and Open Space Improvement proposition 3 of the 2012-2017 Bond Program and located in Council District 3.
 
This contract is within the scope of the Small Business Economic Development Advocacy (SBEDA) Program.  However, due to the type of commodities/services being procured and value of contract, no SBEDA tool is available.
 
The recommended award is an exception to the Local Preference Program.
 
The Veteran-Owned Small Business Preference Program does not apply to goods/supplies contracts, so no preference was applied to this contract.
 
 
ALTERNATIVES:
Should this contract not be approved, shade coverage would not be provided for the park facilities; eliminating UV protection and cooler temperatures for patrons.
 
 
FISCAL IMPACT:
This is a one-time capital improvement expenditure in the amount not to exceed $65,737.00.  These funds are previously authorized and available from the 2012-2017 General Obligation Parks Improvement Bond.
 
 
RECOMMENDATION:
Staff recommends approval of this contract with Shade Structures, Inc. for a total cost not to exceed $65,737.00, to provide the fabrication and delivery of one cantilevered support structure and one super span shade unit for the existing recreational facility at the Highland Park site.  
 
This contract was procured by means of cooperative purchasing and a Contracts Disclosure Form is not required.
