Joint Use Agreement with San Antonio Independent School District

 

 

SUMMARY:

 

An ordinance authorizing the execution of a Joint Use Agreement with the San Antonio Independent School District (SAISD), for the development and maintenance of a shared use public parking lot to be used as a trailhead located on SAISD property across from Amistad Park for a twenty (20) year term.  Funding for development of the public parking lot/trailhead is available in the Proposition 2 Parks Development and Expansion Venue Project Fund included in the FY 2019 - 2024 Capital Improvement Program.  SAISD shall be responsible for ongoing maintenance of the parking lot and trailhead.

 

 

BACKGROUND INFORMATION:

 

The Westside Creeks Restoration Project is focused on environmental restoration and public enhancement of the Alazan, Apache, Martinez and San Pedro creeks, which are tributaries of the San Antonio River and known as the Westside Creeks.  The City continues construction of the linear creek hike and bike trail improvements and system enhancements associated with the Westside Creek Restoration Project.

 

Amistad Park is located at 1600 Tampico on which Apache Creek Trail runs through, and has limited parking capacity.  The City and SAISD have identified available real estate at SAISD’s Cooper Learning Center located across the street from Amistad Park suitable for developing additional parking, which may be used by park visitors when not in use by SAISD as well as serve as a trailhead for Apache Creek.  The Parks and Recreation Department has identified $400,000.00 in funds previously authorized through Proposition 2 Parks Development and Expansion Venue Project Fund to construct the trailhead as part of the Howard W. Peak Greenway Trail System.

 

The proposed Joint Use Agreement shall have an initial term of twenty (20) years and shall commence immediately upon execution by the parties.  SAISD shall be responsible for operations and maintenance of the shared parking lot.

 

 

ISSUE:

 

This ordinance authorizes the execution of a Joint Use Agreement with the San Antonio Independent School District (SAISD) for the development and maintenance of a shared use public parking lot located on SAISD property across from Amistad Park for an initial term of twenty (20) years.

 

 

ALTERNATIVES:

 

City Council could elect not to approve this action, resulting in limited parking and public access to the linear creek and Amistad Park improvements forcing the public to continue street parking in the surrounding neighborhood.

 

 

FISCAL IMPACT:

Funding in the amount of $400,000.00 for the development of the public parking lot/trailhead is available in the Proposition 2 Parks Development and Expansion Venue Project Fund included in the FY 2019 - 2024 Capital Improvement Program.  SAISD shall be responsible for ongoing maintenance of the parking lot and trailhead.

 

RECOMMENDATION:

 

Staff recommends approval to execute a Joint Use Agreement with the San Antonio Independent School District (SAISD) for the development and maintenance of a shared use public parking lot to be used as a trailhead located on SAISD property across from Amistad Park for a twenty (20) year term.
