Ordinances Related to Terminal Area Taxiway Improvements, Package 3

 

 

SUMMARY:

 

Consideration of two Ordinances related to Package 3 of the Terminal Area Taxiways project at the San Antonio International Airport:

 

A. An Ordinance authorizing a construction contract with SpawGlass Civil Construction, Inc. in the amount of $22,534,937.97 for Package 3 of the Terminal Area Taxiways project. The Federal Aviation Administration (FAA) Airport Improvement Program (AIP) grant provides $16,054,175.00, or 71.2%.

 

B. An Ordinance authorizing an amendment with Kimley-Horn and Associates, Inc. in an amount not to exceed $3,430,725.49. The amendment will provide construction administration, resident project representation for project management services and inspection services for Package Three and additional design services for Terminal Area Taxiways, Taxiway E Reconstruction/Relocation and Runway 12R/30L Rehabilitation.

 

 

BACKGROUND INFORMATION:

 

The City regularly coordinates with the Federal Aviation Administration (FAA) for continued Airport Improvement Program (AIP) funding for eligible projects at the San Antonio International Airport. AIP funding eligibility is based on the Airport’s preliminary submittal of its annual Airport Capital Improvement Plan (ACIP) to the FAA. These projects may be eligible for grant funding at 75% of eligible project costs with a 25% local matching share. AIP funding available to the Airport for the airfield projects is a combination of entitlement dollars which are based upon the annual enplanements and discretionary dollars which are offered on a competitive basis to airports and are subject to available funding in any given year. The construction for the projects are packaged and phased in order to maximize potential FAA grant money the City would be eligible to receive each year and minimize impacts to airline and airport operations.

 

 

In January 2013, City Council authorized, through Ordinance 2013-01-31-0065, a professional services agreement with Kimley-Horn and Associates, Inc. (KHA) for three airfield projects:  Runway 12R Rehabilitation, Terminal Areas Taxiways and Taxiway E Reconstruction. The scope of work included planning, design, and construction administrative services, including resident project representation and inspection services, for all three projects. The contract value did not include construction administration services since the amount is determined after the design has been completed. The Aviation Department has completed the first phase of rehabilitation of Runway 12R.

 

In June 2015, City Council authorized the submittal and acceptance of funds from an FAA Improvement Program for a total anticipated project estimated amount of $24,129,504.00 based on the 95% design documents with an anticipated grant amount of $18,097,128.00. City Council authorized the submittal and acceptance of funds from an FAA Improvement Program grant for a total design amount of $410,000.00, with the FAA funding 75% for design services for the Runway 12R Rehabilitation and Taxiway E Reconstruction project.   

 

A. Terminal Area Taxiways, Package 3 - Construction Contract

The scope of the third package of construction projects includes the reconstruction of Taxiway N southwest from Taxiway G to just beyond Runway 4/22. Taxiway N reconstruction will additionally shift the taxiway centerline 50 feet to the southeast (toward Runway 4/22), reconstruct and construct new connector taxiways to Runway 4/22 and construct several connector taxiways to the Terminal A apron to improve aircraft operations in and around the terminal area while incorporating new design standards and maintaining runway capacity. A graphic of the packages for the three projects is included.

 

Solicitation

The low bid solicitation for this package was released in May 2015. The solicitation was advertised in Hart Beat and on the City of San Antonio website. Three bids were opened on June 23, 2015. KHA evaluated the bids and determined the lowest, responsive bid was SpawGlass Civil Construction, Inc. (SpawGlass). 

 

Following the bid opening, the City was notified the FAA contribution to the project is $16,054,175.00 comprised of annual entitlement and available discretionary FAA funds. The project was value engineered and the lowest responsive bid remained SpawGlass in the amount $22,534,937.97.

 

Disadvantaged Business Enterprise

The Aviation Department’s Small Business Section has reviewed and approved the Disadvantaged Business Enterprise (DBE) Good Faith Effort Plan submitted by SpawGlass.

 

B. Amendment to KHA Professional Services Agreement for Design and Construction Related Services

The original contract amount for planning and design services was $5,191,606.00. Previous amendments were authorized for additional design services and construction administration services for each package and other airfield projects. This amendment will increase the contract in the amount of $3,430,725.49 and provide for construction management, administration, resident project representation, and inspection services for Package 3. It also includes additional design work for:

                     Additional topographic survey, geotechnical services and design services for the South Apron Area as a result of changes to the FAA Design Standards

                     Additional topographic survey to address FAA Pavement and Grading Standard Changes, which include:

o                     Survey services for additional taper lengths and infield grading for Taxiways J and E

o                     Survey services for Taxiway G to address poor pavement areas that were not part of the original limits of this project

o                     Survey services for Runway 4/22 and Runway 12L/30R glide slope critical areas beyond the original survey limits

                     Additional design services for fast-track incorporation of FAA interpretations of new Design Standards, subsequent revisions to the new design standards and Safety Risk Assessment requirements for the final bid documents in order to meet grant funding deadlines.

                     Additional design services to implement the recommended option for the parallel Taxiway R bridge, which removes the Municipal Solid Waste from underneath airfield pavements.

 

 

ISSUE:

 

This action continues the City Council’s policy of utilizing federal funds for airport projects when available, enhancing airfield capacity and safety, and improving land uses at the San Antonio International Airport.

 

 

ALTERNATIVES:

 

City Council could choose not to approve awarding this construction contract; however, the City is not equipped or staffed to construct the project. 

 

 

FISCAL IMPACT:

 

The fiscal impact for both Ordinances is $25,974,662.86 which consists of $22,543,937.97 for the construction contract for Package 3 and $3,430,725.49 for design professional services amendment. These actions will amend the FY 2016 Aviation Capital Improvement Budget.

 

A.  Funding for the construction contract with SpawGlass in the amount of $22,543,937.97 is available in the FY 2016 Capital Budget. The FAA grant award of $16,054,175.00 includes funds for annual entitlement of $2,054,175.00 and available discretionary of $14,000,000.00. The discretionary federal funds represent 71.2% of the construction contract award to SpawGlass. The Aviation Department has identified $5,351,391.67 from Airport Improvement and Contingency Funds for its share. The grant award does not provide the full discretionary amount requested and an additional $4,464,853.19 has been identified in the Aviation Capital Budget from savings from the Terminal Area Taxiways, Package 1, excess grant matching dollars from FY 2014 and 2015 projects and the FY 2016 Capital Improvement Fund.

 

 

B.  Funding for the amendment to the professional services agreement with KHA in the amount of $3,430,725.49 includes $1,597,732.50 for additional design professional services and $1,832,992.99 for construction administration services. The funding is available in the FY 2016 Aviation Capital Budget.

 

 

RECOMMENDATION:

 

Staff recommends the authorization of a construction contract with SpawGlass and an amendment with KHA for Terminal Area Taxiway Projects, Package 3.
