LSG Training and Strategic Plan

 

 

SUMMARY:

 

This briefing includes Lone Star Governance Training and an update on the FY 2022-2029 Strategic Plan.

 

 

BACKGROUND INFORMATION:

 

On June 16, 2018 the Pre-K 4 SA Board approved a Memorandum of Understanding with Edgewood ISD establishing a partnership under Senate Bill (SB) 1882. SB 1882, passed in 2017, allows for additional funding from the state for independent school districts who partner with an eligible entity to operate a district campus. Under SB 1882, entities eligible to partner with school districts are charter management organizations, universities, and non-profits with strong track records. In addition to increased funding for these partnerships, SB 1882 also creates an exemption from certain accountability interventions for schools with historic underperformance.

 

The state set forth requirements for creating the partnership and will determine which partnerships qualify under SB 1882. Providers partnering with school districts are required to have total control of teachers, curriculum, and all education aspects, and to put into place performance metrics to evaluate the partnership and whether or not students impacted are making progress.

 

Under the terms of SB 1882, the governing board of the Provider is required to participate in Lone Star Governance (LSG) Training before the end of the initial grant period. The purpose of Lone Star Governance is to provide coaching and support, through a continuous improvement framework, for school governing teams (Boards in collaboration with their Superintendents) that choose and commit to intensively focus on the objective to improve student outcomes.

 

Lone Star Governance accomplishes this intense focus through tailored coaching aligned to the five pillars of the Texas Framework for School Board Development: Vision & Goals, Progress & Accountability, Systems & Processes, Advocacy & Engagement and Synergy & Teamwork. In addition to the primary focus on improving student outcomes, Lone Star Governance provides systems for governing legal and fiscal responsibilities.

 

This briefing will include the Lone Star Governance training, as well as a discussion about how the training aligns with Pre-K 4 SA’s strategic plan for the next eight-year authorization period.
