City Council Project Fund Allocation
 
 
SUMMARY:
 
This ordinance awards a grant allocation through the City Council Project Funds Program to support the following:
 
A.)  Pathways to Leadership Scholarship Fund
 
B.)  Raul Jimenez Thanksgiving Dinner
 
C.) District 7 Holiday Celebration
 
D.) Transportation and Capital Improvements Department
 
 
BACKGROUND INFORMATION:
 
The City Council Project Funds program was transferred to the Office of the City Council for administration in 2012. During this transfer several improvements to the program were made, including; implementation of a streamlined application (online), an election year moratorium, and City Council approval for allocations exceeding $10,000 to an applicant for the same program, activity, events, good or service.   This ordinance awards a City Council Project Funds allocation to support the following:   
 
A.) This ordinance provides funding to the Mayor's Commission on the Status of Women (MCSW) for the Pathways to Leadership Scholarship Fund in an amount of $34,500.00, and any additional funding within this fiscal year. The Mayor's Commission on the Status of Women was established to review matters affecting the employment opportunities, education, social, civic, and political participation of women in the American way of life. The Commission has established the Pathways to Leadership Scholarship; a scholarship for Bexar County High School Female graduates that plan to pursue a degree or certification at any two or four year accredited college, university, vocational or technical school.
 
B.) This ordinance awards a grant allocation to support the Raul Jimenez Thanksgiving Dinner in an amount not to exceed $14,318.00.  The Raul Jimenez Thanksgiving Dinner provides a hot and nutritious turkey dinner with all the trimmings on Thanksgiving Day to those less fortunate. Held at the Henry B Gonzalez Convention Center, the Dinner currently serves over 24,000 residents in our community with over 4,000 volunteers who work to the make this event possible. This request serves as a reimbursement for costs incurred at the Dinner that occurred on Thursday, November 27, 2014.
 
C.) This ordinance awards a grant allocation to provide funding for the District 7 Holiday  Celebration in an amount not to exceed $13,061.26.  City Council District 7 hosted their Annual Award Excellence Leadership Banquet. This event fostered community fellowship and friendship. This request serves as a reimbursement for costs incurred at the event which was held on December 9, 2014.
 
D.) This ordinance awards a grant allocation to the Department of Transportation and Capital Improvements in an amount of $40,957.79.   
 
· Funding in the amount of $19,957.79 will be issued for the purchase and installation of area lighting adjacent to the recently upgraded Pittman-Sullivan Basketball Courts located in City Council District 2.  The proposed area lighting will provide for additional court usage as well as ease of afterhours observation.   Recent project funding and capital improvements in the park have resulted in the addition of a wide variety of park amenities and improvements, however, they were unable to extend to this area of need.  This request will compliment those improvements already in place providing for a safe and viable park facility.     
 
· Funding in the amount of $21,000.00 will be issued for the District 10 Safety Program. This program seeks to improve school zone safety by addressing school zone crossing areas and other efforts geared toward improving pedestrian safety for schools located in City Council District 10.
 
 
 
ISSUE:
 
A.)      This ordinance provides funding to the Mayor's Commission on the Status of Women (MCSW) for the Pathways to Leadership Scholarship Fund in an amount of $34,500.00, and any additional funding within this fiscal year.
 
B.) This ordinance awards a grant allocation to the Raul Jimenez Thanksgiving Dinner in an amount not to exceed $14,318.00.  
 
C.) This ordinance awards a grant allocation to provide funding for the District 7 Holiday Celebration in an amount not to exceed $13,061.26.  
 
D.) This ordinance awards a grant allocation to the Department of Transportation and Capital Improvements in an amount not to exceed $40,957.79.
 
 
ALTERNATIVES:
 
City Council could choose not to approve these CCPF allocations.

RECOMMENDATION:
 
Staff recommends the approval of this ordinance.
