Contract Award: Olmos Basin Park Improvements Project
 
 
SUMMARY:
An ordinance accepting the lowest responsive bid and awarding a construction contract in the amount of $350,000.00, to Consolidated Installation Support, LLC., for construction of the Olmos Basin Park Improvements Project, a 2012-2017 Bond-funded Project, located in Council District 1.
 
BACKGROUND INFORMATION:
Project Background
On May 12, 2012, San Antonio voters approved the 2012-2017 Bond Program, consisting of five propositions totaling $596 Million.  The Bond Program funds will be used on various capital improvement projects to address community infrastructure needs and improve the overall quality of life in San Antonio.  As part of that Program, funds in the total amount of $500,000.00 in Parks, Recreation and Open Space Improvements Bond funds were approved for park improvements at Olmos Basin Park, north of Jackson Keller and west of McCullough Avenue, located in Council District 1.  The balance of the Project funds approved by voters will be used for design services, environmental services, advertising and project management.  
 
This Project provides for expansion of the existing parking lot and a 2,870 linear feet of new concrete walking trail with lighting to replace the existing cement stabilized base trail.  Project construction is anticipated to begin December 2014 and estimated to be completed by July 2015.
 
Coordination with Parks and Recreation Department will be made to insure accommodations are made to keep the facility accessible to patrons and residents during construction.
 
Procurement of Services
This Project was advertised for construction bids in September 2014 in the San Antonio Hart Beat, on the City's website, on the Texas Electronic State Business Daily, on TVSA, and through the TCI Small Business Office.  Plans also were available for review by potential bidders at the office of C.F.Z. Group, LLC., located at 4242 Medical Drive, San Antonio, TX 78229.  Bids for this Project were opened on September 30, 2014 and 8 bidders responded.  Of these, Consolidated Installation Support, LLC., submitted the lowest responsive bid.  A matrix of the bid outcome is included herein an Attachment.
 
This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on the contract. The Goal Setting Committee set a 20% Minority/Women Business Enterprise (M/WBE) subcontracting goal and a 1% African American Business Enterprise (AABE) subcontracting goal.  Consolidated Installation Support, LLC has committed to 42% M/WBE and 42% AABE subcontractor participation.  Consolidated Installation Support, LLC is also a certified small business bringing total AABE participation to 100%.
 
This construction contract was developed utilizing the low bid process; therefore, a Discretionary Contracts Disclosure Form is not required.
 
 
ISSUE:
An ordinance accepting the lowest responsive bid for the Olmos Basin Park and awards a construction contract in the amount of $350,000.00, authorized payable to Consolidated Installation Support, LLC., for construction of the Olmos Basin Park Improvements Project, a 2012-2017 Bond-funded Project, located in Council District 1.
 
This construction contract provides for expansion of the existing Jackson Keller parking lot, grading for overflow parking along and rehabilitation of 2,870 linear feet existing concrete walking trail with lighting.  Project construction is anticipated to begin December 2014 and estimated to be completed by July 2015.
Approval of this ordinance will be a continuation of City Council policy to complete previously approved 2012-2017 Bond-funded projects.
 
ALTERNATIVES:
As an alternative, City Council could choose not to award this contract construction and require staff to re-advertise this project.  Considering the additional time required for another solicitation process, this would adversely affect the timely completion of the Project.
 
 
FISCAL IMPACT:
This is a one-time capital improvement expenditure in the amount of $350,000.00, authorized payable to Consolidated Installation Support, LLC.  Funds are available from 2012-2017 Bonds and are included in the FY 2015-2020 Capital Improvement Budget.
 
 
RECOMMENDATION:
Staff recommends approval of this ordinance accepting the lowest responsive bid and awarding a construction contract in the amount of $350,000.00, authorized payable to Consolidated Installation Support, LLC., for construction of Olmos Basin Park Improvements Project.
