Contract Amendments: Renovation and Expansion of the Commercial Federal Inspection Station Facility at San Antonio International Airport.
SUMMARY:
Consideration of the following contract amendments related to the renovation and expansion of the Commercial Federal Inspection Station Facility at San Antonio International Airport Terminal A and allocating an additional $8,390,105.00 from the Airport Capital Improvement Fund for a revised project total of $23,124,423.00, located in Council District 9:
A. An ordinance authorizing the appropriation of $8,390,105.00 from the Airport Capital Improvement Fund for costs related to the renovation and expansion of the Commercial Federal Inspection Station Facilities at the San Antonio International Airport Terminal A, of which $500,000 is for design services and $7,210,902 is for construction, and amending a professional services agreement with CNG Engineering, PLLC for additional design services, increasing the contract value from $1,256,167.00 to a revised contract value of $1,756,167.00 for additional design services to include a new outbound search room, detailed project phasing, and additional construction administration services.
B. An ordinance amending the Construction Manager at Risk Contract with Turner Construction Company revising the contract value from $10,507,000.00 to a not to exceed amount of $17,717,902.00 of which $16,651,402.00 establishes the Guaranteed Maximum Price (GMP) and includes $1,066,500.00 for project contingency and construction services and appropriates an additional $679,203.00 for other construction related costs.
BACKGROUND INFORMATION:
Project Background
Federal law requires the United States Customs and Border Protection Agency (CBP) to process international visitors for both commercial and general aviation aircraft at designated airports. The CBP, located within the Commercial Federal Inspection Station Facility in Terminal A, at the San Antonio International Airport is currently undersized to accommodate San Antonio’s current and future projected growth for three key reasons: capacity; compliance; and customer experience.
Capacity
San Antonio International hosts four international gates, capable of accommodating aircraft, currently or projected to host up to 230+ passengers per aircraft. Our current CBP facility can process approximately 250 passengers at a time, at a rate of 400 per hour. This often requires aircraft to wait (fully loaded) for processing. We are in negotiations with international carriers on expansion of air service, which will only increase the likely load of passengers sitting on an aircraft awaiting available CBP capacity. This will negatively impact efforts to expand international air service. This project will provide for the renovation and expansion of the existing 39,000 square foot facility to 48,041 square feet allowing CBP to increase process capacity from 400 passengers up to 800 international passengers during peak hours, substantially improving the customer experience and strengthening our position with international partners as we advocate for increased air service.
Compliance
Our facility does not meet current or projected federal standards for a federal inspection station. It is critical we remain compliant with requirements. The project will not only ensure compliance, but also adds additional measures we know to be in the next version of federal compliance regulations. These added measures include the addition of an outbound inspection station and specific required lighting and camera installations not included in our current facility.
Customer Experience
Improving the customer experience and air service expansion are top priorities for the City. Our CBP facility as it stands today is outdated and limiting. The federal inspection facility has a single stall restroom which often has long lines during peak periods leaving passengers to often have to wait. The project updates include new flooring, new automated passport control kiosks, suspended and/or hard ceilings, new offices and processing spaces, new and expanded men’s and women’s restrooms with new finishes, fixtures, and amenities, new lighting throughout including offices and public spaces, new mechanical, plumbing, electrical, life safety, security and surveillance systems, new baggage handling system, renovations of existing elevators and escalators, and new way finding signage. These physical upgrades will significantly improve the appearance of the CBP, thereby enhancing the customer experience for passengers.
Previous Council Action
A. A previously executed contract with CNG Engineering, PLLC in the amount of $1,200,000 was approved by City Council on April 30, 2015 through Ordinance 2015-04-30-0341. Previous administrative change orders increased the contract amount by $56,167 to a total contract amount of $1,256,167.00. This amendment will increase the contract by $500,000 to a contract amount of $1,756,167.

B. A previously executed contract with Turner Construction Company in the amount of $10,500,000 was approved by City Council on April 30, 2015 through Ordinance 2015-04-30-0342. Previous administrative change orders increased the contract amount by $7,000 to a total contract amount of $10,507,000. This amendment will increase the contract by $7,210,902 to a contract amount of $17,717,902.

ISSUE:
Consideration of the following actions related to the renovation and expansion of the Commercial Federal Inspection Station Facility at San Antonio International Airport Terminal A and allocating an additional $8,390,105.00 from the Airport Capital Improvement Fund for a revised project total of $23,124,423.00, located in Council District 9:
A. This ordinance amends a professional services agreement with CNG Engineering, PLLC for additional design services, increasing the contract value from $1,256,167.00 to a revised contract value of $1,756,167.00 for additional design services to include a new outbound search room, detailed project phasing, and additional construction administration services.
B. This ordinance amends the Construction Manager at Risk Contract with Turner Construction Company revising the contract value from $10,507,000.00 to a not to exceed amount of $17,717,902.00 of which $16,651,402.00 establishes the Guaranteed Maximum Price (GMP) and includes $1,066,500.00 for project contingency and construction services and appropriates and additional $679,203.00 for other construction related costs.
Construction is expected to begin March 2017 and estimated to be completed by February 2019. All construction will be done without significant impact to daily operations allowing the CBP facility to function uninterrupted.
ALTERNATIVES:
As an alternative, City Council could choose not to approve items A and B; however, doing so would indefinitely halt construction of the project and the City of San Antonio would limit the Customs and Border Patrol Agency’s space needed to process an increasing volume of international visitors in a timely manner.
FISCAL IMPACT:
A. This is a one-time capital improvement expenditure appropriating $8,390,105 from the Airport Capital Improvement Fund for costs related to the renovation and expansion of the Commercial Federal Inspection Station Facilities at the San Antonio International Airport Terminal A, of which $500,000 is for design services and $7,210,902 is for construction, and amending the previously approved Professional Services Agreement with CNG Engineering, PLLC for additional design services, increasing the contract value from $1,256,167 to a revised contract value of $1,756,167 authorized payable to CNG Engineering, PLLC. This Council action will amend the FY 2017 Aviation Capital Improvement Budget and appropriate the funding from Capital Improvement Fund.
B. This is a one-time capital improvement expenditure amending the previously approved Construction Manager at Risk Contract with Turner Construction Company increasing the contract value from $10,507,000 to a not to exceed amount of $17,717,902 of which $16,651,402 establishes the Guaranteed Maximum Price (GMP) and includes $1,066,500 for project contingency and construction services and appropriates an additional $679,203 for other construction related costs. This Council Action will amend the FY 2017 Aviation Capital Improvement Budget and appropriate the funding from the Airport Capital Improvement Fund.
RECOMMENDATION:
A. Staff recommends approval of this ordinance authorizing the execution of a professional services agreement in the amount of $1,756,167, authorized payable to CNG Engineering, PLLC, for the renovation and expansion of the Commercial Federal Inspection Station Facility at the Airport.
B. Staff recommends approval of this ordinance authorizing execution of a Construction Manager at Risk contract in the amount not to exceed $17,717,902 authorized payable to Turner Construction Company, for the renovation and expansion of the Commercial Federal Inspection Station Facility at the Airport and an additional $679,203 for other construction related costs.
