Light Duty Trucks and Vehicles - Compact Sport Utility Vehicles
SUMMARY:
This ordinance authorizes acceptance of a contract with Silsbee Ford to provide five additional compact sport utility vehicles for the San Antonio Fire Department for a total cost of $94,650.90. Funding for this purchase is available from the FY 2017 Fire Department General Fund Budget.
BACKGROUND INFORMATION:
Submitted for City Council consideration and action is the attached tabulation of three competitive bids to provide five additional compact sport utility vehicles (SUVs) for a total cost of $94,650.90. These units will be utilized as emergency response/investigative units by San Antonio Fire Department command staff.
On May 19, 2016, City Council approved Ordinance 2016-05-19-0351 which accepted the lowest responsive bid from Grapevine DCJ, LLC for five compact SUVs (Item 42). Subsequently, it was determined that Grapevine DCJ, LLC would not be able to meet the bid requirement of providing daytime running lights on these vehicles. Therefore, the low bid submitted by Grapevine DCJ, LLC for Item 42 is deemed not as specified (NAS) for failing to meet the City’s specifications and/or requirements. The contract awarded to Grapevine DCJ, LLC for Item 42 is thereby withdrawn and the purchase order is revised to cancel the order for these units. The contract for item 42 shall be awarded to the lowest responsive bidder, Silsbee Ford.
The Invitation for Bid (IFB) was evaluated based on the published bid specifications. Item 42 for five compact SUVs is recommended for award to the next lowest bidder, Silsbee Ford, who is a non-local business. No local preference was applied since all bidders were non-local.
ISSUE:
This contract will provide for the purchase of five additional compact sport utility vehicles for the San Antonio Fire Department. These units will be used by the Fire Department command staff for emergency response and support throughout the City.
All units are covered by a minimum 36 month/36,000 mile bumper-to-bumper warranty that will start on the day each unit is placed in service. The life expectancy for these compact sport utility vehicles is 120 months.
Due to the lack of small, minority, and/or women businesses available to provide these goods and services, the SBEDA Program did not apply to this solicitation.
The Veteran-Owned Business Program does not apply to good/supplies contracts, so no preference was applied to this contract.
ALTERNATIVES:
Should the units not be purchased, necessary field work may be compromised and thus create the potential of delays in delivery of essential services to the residents of San Antonio.
FISCAL IMPACT:
This ordinance authorizes a contract with Silsbee Ford for the purchase of five compact sport utility vehicles for a total cost of $94,650.90 which will be funded from the FY 2017 Fire Department General Fund Budget.
RECOMMENDATION:
Staff recommends the approval of the contract with Silsbee Ford to purchase five sport utility vehicles for a total cost of $94,650.90.
This contract is procured on the basis of low bid and a Contracts Disclosure Form is not required.
