SAPD Antidote Treatment Autoinjectors
SUMMARY:
This ordinance authorizes a contract with Meridian Medical Technologies, Inc. for the purchase of 7,200 DuoDote Antidote Treatment Autoinjectors, in the total amount of $411,552.00 for the San Antonio Police Department. Funding is available from the FY2020 General Fund.
BACKGROUND INFORMATION:
Submitted for Council consideration and action is an offer submitted by Meridian Medical Technologies, Inc. for the purchase of 7,200 DuoDote Antidote Treatment Autoinjectors for the San Antonio Police Department (SAPD) Officers and Cadets. The autoinjectors are part of the Officers personal protective equipment (PPE) bags. The autoinjectors would only be used by the officers on themselves in emergency situations that require immediate medical attention. Officers are required to carry three injectors with their PPE bag.
On March 13, 2020, a Request for Offer was released utilizing a Public Health or Safety Exemption for brand specific DuoDote autoinjectors. Three responses were received on April 3, 2020. Meridian Medical Technologies, Inc. submitted the lowest responsive offer. Staff recommends awarding a contract to Meridian Medical Technologies, Inc. in the total amount of $411,552.00.
ISSUE:
This contract will provide the San Antonio Police Department with 7,200 DuoDote Antidote Treatment Autoinjectors. The autoinjectors will be provided to Officers and new cadets as part of required personal protective equipment bags. The autoinjectors shall have an expiration date of 32 - 33 months and delivery required within fifteen (15) days after receipt of purchase order.
This contract is within the scope of the SBEDA Program. However, due to lack of available firms and/or subcontracting opportunities, the Goal Setting Committee was unable to apply a SBEDA tool to this contract.
There were no offers submitted from local bidders for this contract; therefore, the Local Preference Program was not applied.
The Veteran-Owned Small Business Preference Program does not apply to goods/supplies contracts, so no preference was applied to this contract.
ALTERNATIVES:
Should this contract not be approved, the San Antonio Police Department would not be able to replenish autoinjectors for Officers and new cadets and possibly leave the Officers at risk in the event of an emergency. Additionally, the City may incur increased costs and delay in delivery of required items by soliciting quotes on an as needed basis.
FISCAL IMPACT:
This ordinance authorizes a contract with Meridian Medical Technologies, Inc. for the purchase of 7,200 DuoDote Antidote Treatment Autoinjectors, in the total amount of $411,552.00 for the San Antonio Police Department. Funding is available from the FY2020 General Fund.
RECOMMENDATION:
Staff recommends approval of this purchase of 7,200 DuoDote Antidote Treatment Autoinjectors in the total amount of $411,552.00 for the San Antonio Police Department.
This contract is procured by means of Public Health or Safety Exemption and a Contracts Disclosure Form is not required.
