SUBJECT:
Traffic Operations 2015 Intersection Improvements

SUMMARY:
This ordinance authorizes a contract with DHS Security d/b/a 3Sixty Integrated to provide the Transportation and Capital Improvements Department with 40 exterior pan, tilt, zoom (PTZ) cameras to include installation, programming, testing and an additional 10 spare cameras.  The total cost of this contract is $239,367.67.  Funding is available from the FY15 ATD Intersection Improvement Project.

BACKGROUND INFORMATION:
In FY 2008, the City embarked on a five-year, $31 million, Traffic Signal System Modernization and Synchronization Project to provide for a high-bandwidth, comprehensive communications network, an upgraded Advanced Traffic Management System, and the development of optimized traffic signal timings.

Although the project has been completed, the challenge of maintaining an efficient and safe transportation network continues. It is imperative that the operational gains achieved through this project be maintained and expanded upon. The foundation laid by the new communication network and traffic control equipment can be built upon to continue to enhance the system. Increasing the number of traffic surveillance cameras to provide better visibility into traffic issues at intersections on priority corridors will enable staff at the Traffic Management Center to more quickly take action when incidents occur and remotely verify proper operation of signalized intersections without having to utilize manpower in the field.

The cameras and the related services will be procured from DHS Security, LLC d/b/a 3Sixty Integrated through BuyBoard cooperative contract #401-12.  The Texas BuyBoard cooperative is administered by the Texas Municipal League.  All products and services that are part of this cooperative have been competitively bid and awarded by the Cooperative's Board of Trustees based on the State of Texas Statues.

ISSUE:
This ordinance authorizes a contract utilizing the BuyBoard cooperative agreement with DHS Security LLP d/b/a 3Sixty Integrated for the purchase, installation, programming and testing of 40 PTZ cameras.  An additional 10 spare cameras will be purchased under this contract.

This contract is within the scope of the Small Business Economic Development Advocacy (SBEDA) Program.  However, due to the type of commodities/services being procured and value of the contract, no SBEDA tool is available.

This contract is an exception to the Local Preference Program.

The Veteran-Owned Small Business Preference Program does not apply to goods/supplies contracts, so no preference was applied to this contract.

This purchase is made in accordance with the Texas Local Government Purchasing Cooperative passed on Ordinance 97097, dated 1/30/2003.

ALTERNATIVES:
Should this contract not be approved, the Transportation and Capital Improvements Department, Traffic Management Section will be required to procure materials on an as needed basis. The City could lose the pricing advantage afforded through a previous competitively bid cooperative contract.  While the traffic signal control equipment may be purchased individually, the department's budget could be negatively impacted through continuous price variations.

FISCAL IMPACT:
The total cost of this contract is $239,367.67.  Funding is available from the FY15 ATD Intersection Improvement Project.

RECOMMENDATION:
Staff recommends approval of this contract with DHS Security d/b/a 3Sixty Integrated to provide the Transportation and Capital Improvements Department with 40 exterior PTZ cameras to include installation, programming and testing and an additional 10 spare cameras for a total cost of $239,367.67.

This contract is procured by means of cooperative purchasing and a Contracts Disclosure form is not required.
