Contract Award: Parking Trailblazing Signage System Project
 
SUMMARY:
An ordinance authorizing the execution of a construction contract in an amount not to exceed $370,453.00, authorized payable to Walton Enterprises, Ltd. dba Walton Signage, for the Parking Trailblazing Signage System, a parking improvement and contingency fund Project located in Council District 1.
 
BACKGROUND INFORMATION:
Project Background
The Downtown Trailblazing Parking Master Plan was a recommendation of the San Antonio Downtown Parking Study, which developed a set of goals and objectives the parking system would achieve to promote downtown economic development and enhanced customer service.  The first two (2) components of the Master Plan have been completed.  This Project is in the final phase of the 2008 Downtown Trailblazing Parking Master Plan. The Master Plan design intent is to upgrade the existing off-street parking revenue control system, on-street parking meters system and prepare a trailblazing master plan, in support of all downtown parking facilities. The parking revenue control system and meters portion of the plan have been completed. The final remaining component of the Master Plan is the Trailblazing Signage portion which is to be completed by August 2015.
 
The signage design concept for the Trailblazing Signage System includes a quatrefoil and color combination selection that was a collaborative effort among the City design team, the City Manager's Office, Center City Development Office, Transportation and Capital Improvements, HDRC, Downtown Alliance, Centro Partnership, Communication and Public Affairs within the City that oversee such selection and approval.  
 
This Project provides for the manufacture, supply and installation of 116 traffic directional signs. The four (4) garages that will have new signs are: St. Mary's Street, Convention Center, Central Library and Houston Street. All garage name signs will be illuminated as well as certain entry and exit signs.  Other parking and pedestrian directional signs are: Directory Maps Signs, Entry Exit Signs and Roadway/Ramp Parking Guide Signs. Surface or street-mounted signs will incorporate a new concept in post detail with a square post with a black powder coating finial cap. Circular arrow directional signs will be mounted to the posts.  Five City owned and operated parking lots included in this Project.  The parking lots are: Dolorosa, City Hall Annex, IH-35, East Houston Street and the Convention Center.
 
Within the City of San Antonio managed parking facilities, the daily maximum rate for City managed facilities ranges from $2.00 to $9.00.  The parking rates charged in the privately operated parking facilities range from $2.00 to a daily max of $25.00.
 
 
 
 
Procurement of Services
A Request for Competitive Sealed Proposal (RFCSP) was released in April 2014.  This RFCSP was advertised in the San Antonio Hart Beat, on the TVSA and the Electronic State Business Daily in April 2014.   Responses were due on May 6, 2014, and two (2) submittals were received.   A selection committee consisting of a representative from the Transportation and Capital Improvements Department and Center City Development Office evaluated and scored the submissions.  Scoring was based on the published evaluation criteria, which included the following:  Experience and Qualifications Prime Firm and Key Personnel; Team's Experience with San Antonio Region Issues and Past Experience with COSA Contracts; Understanding of the Project and Proposed Management Plan; Proposed Price; and SBEDA Utilization. The highest ranking respondent, Walton Enterprises, Ltd. dba Walton Signage was recommended for selection.
 
This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on the contract. The Goal Setting Committee applied the Small Business Enterprise (SBE) Prime Contract Program to this solicitation with twenty (20) evaluation preference points.  No evaluation preference points were awarded to Walton Enterprises, Ltd., dba Walton Signage, as they are not a certified SBE firm located within the San Antonio Metropolitan Statistical Area.
 
This contract was developed utilizing a formal request for competitive sealed proposal process; therefore, as required by the Ethics Ordinance, a Discretionary Contracts Disclosure Form has been included herein as an attachment.
 
ISSUE:
This ordinance authorizes the execution of a construction contract in the amount not to exceed $370,453.00, authorized payable to Walton Enterprises, Ltd., dba Walton Signage for the Parking Trailblazing Signage System a Parking Improvement and Contingency Funded Project located in Council District 1.
 
This project provides for the manufacture, supply and installation of 116 Traffic Directional Signs. Significant effort has been made to ensure that new signs do not lend to clutter. In that regard, careful consideration was taken to incorporate the use of existing posts where possible so long as it is consistent with code requirements.
 
Project construction is anticipated to begin in October 2014 and is estimated to be complete by August 2015.   The work is expected to take 240 calendar days because of the need to control traffic. Existing garage building signs will be removed and new building signs will be installed between the hours of midnight and 7:00 am, and will not affect daily traffic activity.  All building, entry and exit parking signs will be illuminated.  Street mounted signs will not be illuminated.  
 
Upon completion and installation of signs, Center City Development Parking Division will be responsible to maintain the signage.
 
ALTERNATIVES:
As an alternative, City Council could choose not to award this contract and require staff to re-advertise this project.  Considering the additional time required for another solicitation process, this would adversely affect the timely completion of the Project and funding.  
 
FISCAL IMPACT:
This is one-time capital improvement expenditure in the amount not to exceed $370,453.00, authorized payable to Walton Enterprises, Ltd., dba Walton Signage. Funds are available from the Parking Trailblazing Signage Project a Parking Improvement and Contingency Fund Project. This project is included in the FY 2014-2019 Capital Improvement Program.
 
RECOMMENDATION:
Staff recommends approval of this ordinance authorizing execution of a a construction contract in the amount of $370,453.00 authorized payable to Walton Enterprises, Ltd., dba Walton Signage, for Parking Trailblazing Signage System Project.
