SUBJECT:
Amendments to Professional Services Agreements with AECOM Technical Services, Inc. and Reynolds, Smith & Hills, Inc. for on-call general engineering consulting services for the San Antonio Airport System
SUMMARY:
This Ordinance authorizes amendments to the professional services agreements with AECOM Technical Services, Inc. (AECOM) and Reynolds, Smith & Hills, Inc. (RS&H) for on-call general engineering consulting (GEC) services for the San Antonio Airport System. The amendments will increase the contract value of each agreement in the amount of $750,000.00 from $5,000,000.00 for a total contract value of each agreement to $5,750,000.00. The increases to each agreement will allow RS&H and AECOM to continue their work on projects through the end of the contract term.
BACKGROUND INFORMATION:
In December 2013, City Council authorized professional service agreements with AECOM (formally the URS Corporation) and RS&H through Ordinance 2013-12-05-0856 for on-call GEC services for the San Antonio Airport System. Each contract has a value of $5,000,000.00 and will expire in December 2018. As required by the federal government through 49 CFR Part 26, these agreements were solicited under the under the federal Disadvantaged Business Enterprise (DBE) program for the projects that are directly dependent upon Federal Aviation Administration (FAA) Airport Improvement Program (AIP) funding. The firms provide both airports with on-call planning, engineering, architectural, and project/construction management consulting services for capital improvement projects.
The award of the agreements to AECOM and RS&H was the first that the City gave for on-call general engineering consulting agreements for DBE projects at both airports and the $5 million contract value was projected to enable the Airport System to use these agreements for federally-funded or potentially federally funded projects through December 2018. However, work requiring the consultants was more than projected. Below is a list of projects that the firms worked on since they were awarded the contracts:
• Design services to support the transition of the federally-funded Residential Acoustical Treatment Program to the Airport Improvement Program Handbook (a requirement of the FAA)
• White paper on options for Runway 12R/30L (for the development of FAA-funded project)
• Noise Compatibility Program Update (requirement of the FAA Noise grant program)
• Design services to address distress at west wall of Aircraft Rescue & Fire Fighting (ARFF) station at the San Antonio International Airport
• Design and construction administration services for the taxiway and apron design for the General Aviation Federal Inspection Station (Customs and Border Protection agency)
• Passenger Facility Charge (PFC) Application assistance (requirement of the FAA for the development of PFC-funded projects)
• Design services for Perimeter Road Reconstruction Construction Packages 1 and 2 and Airfield and Perimeter Road pavement condition index requirement of the FAA for the development of FAA-funded projects)
• Design services for the blast fence pet relief areas in the terminals (requirement of the FAA)
• Assessment of Terminal A vs Terminal D and parking lot planning and design for Orange and Purple lots.
The City would like to increase the contract values for both agreements to allow the firms to provide their services on federally-funded or potentially federally-funded projects. The FAA allows the City to seek reimbursement on projects costs for the development of the projects as long as the City used the DBE program to solicit the work:
• Design and construction services for Perimeter Road Package 3 (to be awarded in 2018)
• Design services for moving Perimeter Road (future federally-funded project)
• Airport Design Standards (potential for receiving federal funds)
• Design services for ARFF Wall project
• Comprehensive Building Assessment (potential for receiving federal funds)
• Northside Development Access (potential for receiving federal funds)
ISSUE:
City Council approval is required to authorize increases in professional services agreements over $50,000.00. The FAA requires the use of services solicited through the DBE program in order for the City to receive federal funds.
ALTERNATIVES:
City Council could elect for the Aviation Department to release new solicitations for these services. However, the development of the solicitations and awarding of new professional service agreements will take several months and would delay work on projects at both San Antonio International Airport and Stinson Municipal Airport.
FISCAL IMPACT:
This action will increase the value of each contract in the amount of $750,000.00. No funds are appropriated by this action and funds for this contract shall be allocated from specific project funds at the time the work is required.
RECOMMENDATION:
Staff recommends the approval of the amendments to the professional services agreements with AECOM Technical Services, Inc. and Reynolds, Smith & Hills, Inc. (RS&H) for on-call general engineering consulting (GEC) services for the San Antonio Airport System.
