SUBJECT:
Palatine Rehabilitation Pipe Project
 
 
SUMMARY:
This ordinance authorizes a contract with Fuquay, Inc. to complete the rehabilitation of  deteriorated corrugated metal pipeline located directly under Palatine Street for a total cost of $60,038.70.  Funding is available from the FY 2015 Storm Water Operation Fund.
 
BACKGROUND INFORMATION:
Submitted for City Council consideration and action is the attached offer submitted by Fuquay, Inc. to provide repairs to rehabilitate approximately 70 linear feet (LF) of 52" diameter deteriorated corrugated metal pipe.  The contractor will clean and repair the corrugated metal pipe using a state of the art trenchless rehabilitation technique which eliminates the need for open cut pipe installation.  The intended goal of this project is to extend the useful life of the pipeline without the need for conventional pipe replacement.  This metal pipeline is part of an existing storm sewer system located directly under Palatine Street adjacent to the Walmart parking lot at Loop 410 and Palatine.
 
The pipeline repairs are covered by a one year labor and material warranty from project completion date.
 
 
ISSUE:
The City issued a Request for Offer to obtain pricing from Fuquay, Inc. utilizing the Texas BuyBoard Contract # 354-10.  This purchase will be made in accordance with the Texas Local Government Purchasing Cooperative passed on Ordinance No. 97097, dated January 30, 2003.
 
This contract is within the scope of the Small Business Economic Development Advocacy (SBEDA) Program.  However, due to the type of commodities/services being procured and value of the contract, no SBEDA tool is available.
 
 
This contract is an exception to the Local Preference Program.
 
The Veteran-Owned Small Business Preference Program does not apply to non-professional service contracts, so no preference was applied to this contract.
 
 
ALTERNATIVES:
Should this contract not be approved, the Transportation and Capital Improvements Department would be required to use the traditional open cut pipe installation method which would delay the completion of repair and could result in increased cost.
 
 
FISCAL IMPACT:
The repairs of the Palatine Rehabilitation Pipe Project for a total cost of $60,038.70 will be funded by the FY 2015 Storm Water Operations Fund.
 
 
RECOMMENDATION:
Staff recommends the approval of the contract with Fuquay, Inc. for a total cost of $60,038.70.  This contract is procured by means of cooperative purchasing and a Contracts Disclosure form is not required.
