SUBJECT:
Briefing on the nine Plan Element Working Groups meetings.
 
SUMMARY:
This briefing will provide an update on the May 26 through May 28 meetings of the nine Plan Element Working Groups.
 
BACKGROUND INFORMATION:
 
Plan Element Working Groups
The Plan Element Working Groups (Working Groups) are comprised of technical experts nominated to serve on the Working Groups by the Comprehensive Plan Advisory Committee, City Council and City Staff.
 
These working groups will provide input on a series of topical policy papers that will address key city assets, opportunities, and challenges. The policy papers will be utilized in the development of the City's three growth-related plans.  These policy papers will be a key step in the planning process and will provide the basis for specific policy recommendations. The papers also will include input received from previous community outreach efforts. The nine Working Group Chairs will serve on the Comprehensive Plan Steering Committee.
 
 
ISSUE:
 
The Plan Element Working Groups kick-off meeting took place on March 24, 2015. At the kick-off meeting, the growth-related plans were introduced.  The individual working groups met to begin their policy discussions on May 26 through May 28. The Plan Elements are listed below:
·    Housing
·    Growth & Urban Form
·    Historic Preservation
·    Transportation & Connectivity
·    Green & Healthy Neighborhoods
·    Public Facilities and Community Safety
·    Military
·    Jobs & Economic Competitiveness
·    Natural Resources & the Environment
 
The objectives of the meetings held from May 26 through May 28 were to:
·    Define Roles and Expectations of Working Group Members, City Staff, and Consultants
·    Review and Discuss Existing Conditions
·    Review Existing Policy Framework
·    Review Goals for each Plan Element and Focus Area
·    Confirm Evaluation Criteria for New Strategies
 
 
Of the invited working group members, approximately 75% attended the meetings. The meetings were very well received and the working groups were very engaged.  City staff and MIG (Comprehensive Plan consultants) will collaborate on providing follow-up responses to the working groups' requested research and information.
 
The next round of working group meetings will tentatively take place on June 30 - July 2 at the Area Foundation.
