Contract Award: Tezel Road (Culebra to Timber Path)
 
SUMMARY:
An ordinance for the construction of Tezel Road, from Culebra to Timber Path, accepting the lowest responsive bid and awarding a construction contract in the amount of $4,396,936.00, to San Antonio Constructors, Ltd., a 2012-2017 Bond-funded Project, located in Council District 6. Of this amount, $290,369.00 will be reimbursed by San Antonio Water Systems (SAWS) for its work and $141,183.00 will be reimbursed by CPS Energy.
 
BACKGROUND INFORMATION:
Project Background
The Project amount in the 2012-2017 General Obligation Bond Program was $7,251,000.00 and, of that, $3,965,384.00 will be used for construction. The balance of the remaining Project funds approved by voters will be used for design services, environmental services, advertising and project management, with the remainder to be realized as bond savings.
 
This Project provides the construction of approximately one half mile of a new five-lane roadway with five-foot bike lanes, curbs, six-foot sidewalks, driveway approaches, underground drainage improvements and a new Traffic Signal at the Camino Rosa intersection, as well as the extension of a four-foot raised median from Culebra to just north of the Camino Rosa intersection. Improvements for SAWS water, SAWS sewer and CPS gas also will be included with the Project.  Tezel Road, from Culebra to Timber Path, currently is a four-lane roadway with a continuous center turn lane. Currently, Tezel Road is lacking bike lanes from Culebra to Timber Path, underground drainage from Culebra to the drainage channel, a Traffic Signal at the Camino Rosa intersection and sidewalks, to provide connectivity to existing bus stops from Culebra to the drainage channel.  A Public Meeting was held on June 2014 at the Maverick Branch Library to inform the public of the Project.  
 
 
 
Procurement of Services.
This Project was advertised for construction bids in the San Antonio Hart Beat, on the City's website and the Texas Electronic State Business Daily in October 2014. In addition, the bid announcement was made on TVSA and through the TCI Small Business Office. Plans also were available for review by potential bidders at the office of Camacho-Hernandez & Associates, LLC. located at 415 Embassy Oaks, Ste. 205, San Antonio, TX 78216.  Bids for this Project were opened on November 4, 2014 and four (4) bidders responded. Of these, San Antonio Constructors, Ltd. submitted the lowest responsive bid. A matrix of the bid outcome is included herein as Attachment 2.
 
This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on the contract. The Goal Setting Committee set a 12% Minority/Women Business Enterprise (M/WBE) subcontracting goal and a 1% African American Business Enterprise (AABE) subcontracting goal. San Antonio Constructors, Ltd. has committed to 13.6% M/WBE and 1% AABE subcontractor participation. San Antonio Constructors, Ltd. is also a certified small business. This construction contract was developed utilizing the low bid process; therefore, a Discretionary Contracts Disclosure Form is not required.
 
ISSUE:
An ordinance accepting the lowest responsive bid and awarding a construction contract in the amount of $4,396,936.00, authorized payable to San Antonio Constructors, Ltd., for construction of Tezel Road, from Culebra to Timber Path, a 2012-2017 Bond-funded project, located in Council District 6.
 
This contract provides for the construction of approximately one half mile of a new five-lane roadway, with five-foot bike lanes, curbs, six-foot sidewalks, driveway approaches, underground drainage improvements and a new Traffic Signal at the Camino Rosa intersection, as well as the extension of a four-foot raised median from Culebra to just north of the Camino Rosa intersection. Improvements for SAWS water, SAWS sewer and CPS gas also will be included with the Project.  Project construction is anticipated to begin in January 2015 and is estimated to be completed by February 2016.
 
 
Project construction is anticipated to begin February 2015 and estimated to be completed by March 2016.  Construction activities will take place six days a week, sun up to sun down.
 
ALTERNATIVES:
As an alternative, City Council could choose not to award this contract and require staff to re-advertise this Project. Considering the additional time required for another solicitation process, this would adversely affect the timely completion of the Project.
 
FISCAL IMPACT:
This is one-time capital improvement expenditure in the amount of $4,396,936.00, authorized payable to San Antonio Constructors, Ltd. Of this amount, $3,965,384.00 will be funded by the 2012-2017 General Obligation Bonds, $290,369.00 will be reimbursed by SAWS, and $141,183.00 will be reimbursed by CPS Energy.  Funds are available from the 2012-2017 General Obligation Bonds and are included in the FY 2015 - 2020 Capital Improvement Budget.
 
RECOMMENDATION:
Staff recommends approval of this ordinance accepting the lowest responsive bid and awarding a construction contract in the amount of $4,396,936.00, authorized payable to San Antonio Constructors, Ltd., for construction of Tezel Road from Culebra to Timber Path.
