Amendment to the Professional Services Agreement with Kimley-Horn and Associates, Inc. for Airfield Improvements Packages 6 and 7

 

 

SUMMARY:

 

City Council consideration of an amendment to increase the contract capacity of the professional services agreement with Kimley-Horn and Associates, Inc. (KHA) for additional preliminary engineering services, additional sub-surface surveys and additional design services for Airfield Improvements Packages 6 and 7 at the San Antonio International Airport. This scope of work is approved and the increase of the contract in the amount of $452,021.36 is available from the project and funded by both Interim Financing and Federal Aviation Administration (FAA) Airport Improvement Program (AIP) grant funds.

 

BACKGROUND INFORMATION:

 

The City regularly coordinates with the FAA for continued AIP funding for eligible projects at the San Antonio International Airport. AIP funding eligibility is based on the Airport’s preliminary submittal of its annual Airport Capital Improvement Plan to the FAA. These projects may be eligible for grant funding at 75% of eligible project costs with a 25% local matching share. AIP funding available to the Airport for the airfield projects is a combination of entitlement dollars which are based upon the annual enplanements and discretionary dollars which are offered on a competitive basis to airports and are subject to available funding in any given year. The construction for the projects are packaged and phased in order to maximize potential FAA grant money the City would be eligible to receive each year and minimize impacts to airline and airport operations.

 

In January 2013, City Council authorized, through Ordinance 2013-01-31-0065, a professional services agreement with KHA for three FAA AIP funded airfield projects:  Terminal Areas Taxiways, Runway 13R Rehabilitation and Taxiway E Reconstruction. The scope of work included planning, design, and construction administrative services, including resident project representation and inspection services, for all three projects. The contract value did not include construction administration services since the amount is determined after the design has been completed.

 

The Terminal Area Taxiways project is complete. Airfield Improvements, Package 6 includes the other two of these projects:  Runway 13R Rehabilitation and Taxiway E Reconstruction. Package 6 is implemented in four phases with the first two phases relocating FAA cables and installing a new duct bank and fiber for the FAA cable loop system that must be replaced due to conflicting elevations with new pavement. The third phase includes the demolition and relocation of Taxiway E to meet current FAA specifications. This work will include demolition, grading, drainage, pavement, taxiway lighting, and striping. The fourth phase includes the installation of temporary bypass of a future area of construction, connecting Taxiway RC to Taxiway R, allowing continuity of operation for corporate airport tenants. This portion of the work will include grading, drainage, pavement, taxiway lighting, and striping.

 

In the spring or summer of 2020, the City, after coordinating with the FAA, will submit an application for an AIP grant for the construction phase Airfield Improvements, Package 7 project, which will include the removal of municipal solid waste (MSW) and an in-ground taxiway bridge as well as the construction of a new section of Taxiway R on grade.

 

 

ISSUE:

 

The original contract amount for planning and design services was $5,191,606.00. Previous amendments were authorized for additional design services and construction administration services for each package and other airfield projects. This amendment will increase the contract in the amount of $452,021.36 to $16,404,841.39 and provide for additional preliminary engineering services, additional sub-surface surveys and additional design services for Airfield Improvements Packages 6 and 7. Funds are available from the FY 2020 - FY 2025 Capital Improvement Program Budget and the department will seek reimbursement for part of the funds from the FAA. 

 

The amendment will authorize:

 

a.                     Additional Design Services for FAA Cable Loop System: KHA provided additional design services to address the expanded FAA cable loop system mitigation within the project limits of the Taxiway E and Taxiway R projects to include upgrading the cabling from copper to fiber.

b.                     Sub-Surface Surveys: KHA will perform additional sub-surface surveys for FAA utilities for locating existing infrastructure within the Taxiway R and Taxiway E project limits.

c.                     Additional Design Services for Temporary Bypass Taxiway: KHA provided a design for the Temporary Bypass Taxiway that resulted in a closure of the taxiway for tenants for a short period of time. The City requested a new design from KHA that would allow tenants to continuous access through construction resulting in a new alignment and additional design services.

d.                     Taxiway R Additional Preliminary Engineering Services: KHA will locate and drill additional borings to further delineate the MSW and/or construction and demolition waste in the limits of the Airfield Improvements, Package 7 following Texas Commission on Environmental Quality requirements. KHA will update the design plans to show this additional information. The additional borings are the result of the finding of MSW at a deeper elevation than the initial borings had identified resulting in a change order to the construction contract. These additional borings should help delineate the areas of MSW.

 

 

ALTERNATIVES:

 

If the amendment is not approved by the City Council, these services cannot be conducted for these two projects, which is part of the scope of work under the agreement with KHA. City staff does not have the expertise and without KHA, the City would not be able to maintain eligibility for FAA AIP grant funds.

 

 

FISCAL IMPACT:

 

This is a one-time expenditure to KHA for additional design and preliminary engineering services in the amount of $452,021.36 for the Airfield Improvements, Packages 6 and 7 projects. The funding is available from Interim Financing and FAA AIP grants in the FY 2020 - FY 2025 Capital Improvement Program Budget.

 

 

RECOMMENDATION:

 

Staff recommends the approval of an amendment with KHA for the Airfield Improvements, Packages 6 and 7 projects.
