SUBJECT:

 

2017-2018 Task Order Contracts for Pavement Markings, Package A & B

 

 

SUMMARY:

 

An ordinance authorizing two task order construction contracts with M&M Striping & Power Washing, LLC, in an amount not to exceed $3,208,037.00 for Package A and $2,999,193.20 for Package B to provide pavement markings related to the FY 2018 - FY 2022 Adopted Five Year Infrastructure Management Program and other projects.

 

 

BACKGROUND INFORMATION:

 

City Council approved $5.65 million in the FY 2018 Budget for the maintenance of citywide pavement markings. This was an increase of funding in the amount of $4.65 million above the $1 million provided the previous four fiscal years for pavement marking maintenance. The approved funding will provide approximately 200 additional centerline miles of pavement markings upon the completion of the FY 2018.

 

These task order contracts will be utilized primarily to complete pavement marking maintenance of existing markings on projects identified in the FY 2018 - FY 2022 Adopted Five Year Infrastructure Management Program (IMP) along with additional projects that materialize throughout the contract term and can be completed within the contract capacity. Work activities will be allocated in the form of task orders as availability of funds is identified. The capacity of these two contracts was expanded $557,230.00 beyond the FY 2018 allocation of $5.65 million to ensure contract capacity is available for other projects that might be identified and funded by other sources at a later time.

 

In order to ensure M&M Striping & Power Washing, LLC has the capacity to deliver projects associated with Package A and Package B, TCI held an Administrative Hearing on October 27, 2017, for Package B. In attendance was the owner of M&M Striping & Power Washing, LLC and TCI staff. After review and discussion of the documentation provided by the contractor outlining personnel and equipment capacity, TCI staff present unanimously agreed to recommend M&M Striping & Power Washing, LLC, as the award recipient of Package B.

 

 

Procurement of Services

In September 2017, these task order contracts were advertised for construction bids in the San Antonio Hart Beat, City’s website, Texas Electronic State Business Daily, TVSA and through the TCI Small Business Office. Bids for Package A were due on October 17, 2017 and bids for Package B were due on October 24, 2017. 

 

A.                     Three bidders responded for the 2017-2018 Task Order Contract for Pavement Markings, Package A. M&M Striping & Power Washing, LLC as the lowest responsive bidder with a bid amount of $3,208,037.00.  

 

B.                     Three bidders responded for 2017-2018 Task Order Contract for Pavement Markings, Package B. M&M Striping & Power Washing, LLC as the lowest responsive bidder with a bid amount of $2,999,193.20.   

 

This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on the contract. The Goal Setting Committee set a 35% Small Business Enterprise (SBE) subcontracting goal. M&M Striping & Power Washing, LLC is a Small/ Minority Business Enterprise (S/MBE) and has committed to 35% SBE subcontractor participation.

 

These construction contracts were developed utilizing the low bid process; therefore, a Discretionary Contracts Disclosure Form is not required.

 

 

ISSUE:

 

This ordinance authorizes two task order construction contracts with M&M Striping & Power Washing, LLC, in an amount not to exceed $3,208,037.00 for Package A and $2,999,193.20 for Package B to provide pavement markings related to the FY 2018 - FY 2022 Adopted Five Year Infrastructure Management Program and other projects.

 

These task order contracts will be utilized primarily to complete pavement marking maintenance of existing markings on projects identified in the FY 2018 - FY 2022 Adopted Five Year Infrastructure Management Program (IMP) along with additional projects that materialize throughout the contract term and can be completed within the contract capacity. Work activities will be allocated in the form of task orders as availability of funds is identified.

 

Existing pavement markings (vehicle lanes, bike lanes, crosswalks, stop bars, etc.) within the project limits will be maintained with these specific task order contracts.  New stand-alone bicycle lane projects funded and included as part of the Bicycle Facilities IMP will be executed under a separate task order contract. 

 

Potential funding sources for individual work orders include, but are not limited to, General Fund, Advanced Transportation District (ATD) Program, and Neighborhood Access and Mobility Program (NAMP) funds.

 

 

ALTERNATIVES:

 

An alternative to utilizing an outside contractor to complete these projects would be to utilize in-house staff. However, the equipment required for this type of effort is not available in-house and with staff’s existing workload completing long lane line markings of this volume is not feasible. 

 

 

FISCAL IMPACT:

 

Funds are not encumbered by this action. Work activities will be allocated in the form of task orders as availability of funds is identified. Potential funding sources for individual work orders include, but are not limited to, General Fund, ATD Program, and NAMP funds. If funding for any work activities was not previously appropriated, funding will be identified and appropriated through subsequent City Council action.

 

 

RECOMMENDATION:

 

Staff recommends the approval of this ordinance authorizing the two task order construction contracts with M&M Striping & Power Washing, LLC, in an amount not to exceed $3,208,037.00 for Package A and $2,999,193.20 for Package B to provide pavement markings related to the FY 2018 - FY 2022 Adopted Five Year Infrastructure Management Program and other projects.
