SUMMARY:
 
An ordinance for improvements to San Pedro Springs Park, a 2012-2017 Bond-Program project, located in Council District 1, accepting the lowest responsive bid and awarding a construction contract, including an additive alternate, to Allbrite Constructors of Texas, Inc. in the amount of $1,293,322.00 and accepts $700,000.00 in CDBG (Community Development Block Grant) funds and $20,322.00 from the Office of Sustainability's Energy Efficiency Fund.  
 
 
BACKGROUND INFORMATION:
 
Project  Background
Under the voter approved 2012-2017 Bond Program, $87.15 million was allocated for Parks, Recreation and Open Space Improvements.  The Bond Program funds will be used on various capital improvement projects to address community infrastructure needs and to improve the overall quality of life in San Antonio.  As part of that program, funds in the total amount of $1,075,000.00 in Parks, Recreation and Open Space Improvements Bond funds were approved for improvements at San Pedro Springs Park, located in Council District 1. In addition, $700,000.00 in CDBG (Community Development Block Grant) funds and $20,322.00 from the Office of Sustainability will be used for this project. The balance of the project funds will be used for design services, environmental services, advertising and project management, with any funds remaining to be realized as bond savings.
 
San Pedro Springs Park began the design process with a Master Plan update before starting the formal design.  During this process, there were four public meetings held to gather input for the Master Plan update as well as the design for the 2012 Bond project. San Pedro Springs Park improvements provide for installation of a new concrete perimeter trail, trail lighting, monument walls with signage and lighting, landscaping and irrigation. The additive alternate provides for the upgrading to LED lighting technology on the trail lights in lieu of conventional lighting technology.  
 
Procurement of Services
This project was advertised for construction bids in December 2014 in the San Antonio Hart Beat, on the City's website, the Texas Electronic State Business Daily, TVSA and through the TCI Small Business Office.  Plans also were available for review by potential bidders at the office of Beaty Palmer Architects, located at 110 Broadway, Suite 600, San Antonio, TX 78205.  Bids were opened on January 27, 2015 and two (2) bidders responded.  Of these, Allbrite Constructors of Texas, Inc. submitted the lowest responsive bid.  A matrix of the bid outcome is included herein.
 
This contract will be awarded in compliance with the U.S. Department of Housing and Urban Development's Section 3 program which requires economic opportunities be directed to low-income persons and businesses. The Office of Grants Monitoring and Administration will review and approve a Section 3 Utilization Plan submitted by the Respondent prior to the commencement of contract activity, as required by HUD 108 funding requirements. Reporting of actual activity will be required on a monthly basis until project completion.
 
This construction contract was developed utilizing the low bid process; therefore, a Discretionary Contracts Disclosure Form is not required.
 
 
ISSUE:
 
This ordinance accepts the lowest responsive bid and awards construction contract in the amount of $1,293,322.00, to Allbrite Constructors of Texas, Inc. for improvements to San Antonio Springs Park, a 2012-2017 Bond Program project. This ordinance also accepts $700,000.00 in CDBG (Community Development Block Grant) funds and $20,322.00 from the Office of Sustainability's Energy Efficiency Fund.
 
San Pedro Springs Park improvements provide for installation of a new concrete perimeter trail, trail lighting, monument walls with signage and lighting, landscaping and irrigation. The additive alternate provides for the upgrading to LED lighting technology on the trail lights in lieu of conventional lighting technology.  Project construction is anticipated to begin in April 2015 and is estimated to be completed by December 2015.
 
Coordination with the Parks and Recreation Department will be made to allow portions of the Park to remain open for public use for the duration of construction.
 
 
ALTERNATIVES:
 
As an alternative, City Council could choose not to award this contract and require staff to re-advertise this project.  Considering the additional time required for another solicitation process, this would adversely affect the timely completion of the project.  
 
 
FISCAL IMPACT:
 
This is a one-time capital improvement expenditure in the total amount of $1,293,322.00 payable to Allbrite Constructors of Texas, Inc.  Funds are available from 2012-2017 General Obligation Bonds, $700,000.00 from CDBG funds, and $20,322.00 from Office of Sustainability's Energy Efficiency Fund.
 
 
RECOMMENDATION:
 
Staff recommends approval of this ordinance accepting the lowest responsive bid and awarding a construction contract in the amount of $1,293,322.00, to Allbrite Constructors of Texas, Inc., for construction improvements to San Pedro Springs Park Project.
