Post-Solicitation Briefing for Acoustical Treatment Consultant for the Residential Acoustical Treatment Program |

The Aviation Department will present a post-solicitation briefing on the solicitation for an Acoustical Treatment Consultant (ATC) for the Residential Acoustical Treatment Program (RATP). A pre-solicitation briefing was presented to the High Profile Contract Council Committee on October 14, 2014.
This post-solicitation briefing will include an overview of the procurement, estimated contract value, high profile designation, term of resultant contract, project scope of services and considerations, scoring criteria, program requirements, project timeline, and DBE Program requirements.
On October 27, 2014, a Request for Qualifications (RFQ) was released to select a qualified respondent to provide Acoustical Treatment Consultant for the homes to be retro-fitted under the Residential Acoustical Treatment Program. The on-going program will continue to utilize the design-build alternative delivery method for construction to acoustically treat qualifying single and multi-family residences in order to decrease the decibel level of aircraft noise by 5%, in accordance with the Federal Aviation Administration (FAA) Regulation, Part 150, Airport Noise Compatibility Planning Program, and the FAA Program Guidance Letter (PGL) 12-09 Eligibility and Justification Requirements for Noise Insulation Projects.
The ATC consultant is required to have comprehensive experience in planning, design, and construction administration of an airport noise insulation program. The consultant will manage all aspects of the program from initial citizen contact through final inspection and project close-out while meeting FAA Noise Insulation Program requirements, regulations and policies and procedures.
The RFQ was advertised in the HartBeat Newspaper on October 27, 2014, on the City's website from October 27, 2014 through December 9, 2014, TVSA, and Airports Council International. An evaluation committee consisting of representatives from the Aviation Department, City Manager's Office, and a non-City employee subject matter expert, evaluated the proposals.
The evaluation committee used a consensus scoring method to evaluate the single proposal received in accordance with the published criteria, which included: a) background, experience and qualifications of Respondent Team, b) project approach / management plan, and c) DBE participation.
This item is tentatively scheduled for Council consideration on April 2, 2015.
