West Center Construction Contract
SUMMARY:
This item authorizes a construction contract with Henock Construction, LLC in the amount of $325,000 for the construction of approximately 5,000 square feet of additional playground area and a 50 space parking lot for the West Education Center.
BACKGROUND INFORMATION:
On April 5, 2016, the Pre-K 4 SA Board of Directors approved a five-year no-cost lease agreement between Pre-K 4 SA and the City of San Antonio. The lease terms began upon City Council approval on April 7, 2016 and will end June 30, 2021 for a 4.476 acre parcel of land located at 1243 Enrique M. Barrera Parkway to be utilized for additional playground area and staff parking for the Pre-K 4 SA West Education Center. Following the approved lease agreement, staff began meeting with the City’s Transportation Capital Improvement (TCI) Department to start the playground and parking lot development phase.
On June 7, 2016, the Pre-K 4 SA Board of Directors approved an architectural services agreement in the amount of $125,960 to Debra J. Dockery Architect, P.C. for architectural, engineering, permitting, and platting services for the additional playground and parking lot area at the West Education Center.
During September 2016, the former Right-Of-Way building located on the leased 4.476 acre parcel of land located at 1243 Enrique M. Barrera Parkway was demolished to pave the way for parking lot construction.
On September 9, 2016 Pre-K 4 SA and TCI staff issued an Invitation-for-Bid for construction services for the playground and parking lot; resulting in five competitive bids.
ISSUE:
This item authorizes a construction contract with Henock Construction, LLC in the amount of $325,000 for the construction of approximately 5,000 square feet of additional playground area and a 50 space parking lot for the West Education Center.
The 50-space parking lot for Pre-K 4 SA staff will be located on the adjacent former Right-Of-Way property and will include parking lot lighting and the option for additional overflow parking for special events. The 5,000 square feet of additional playground area will be located on the West Center property and will include a natural beam balance, wood bridge, cedar trellis, natural grass berm, sandbox, red cedar log steps, storage shed, planting shed, and picnic table and trees and shrubs for additional natural landscaping.
Construction is scheduled to begin late November 2016 and is expected to be completed in late March 2017. Pre-K 4 SA staff will ensure that construction does not interfere with the West Center’s educational operations.
ALTERNATIVES:
The Board can choose to not approve the contract; however, this would substantially delay the project.
FISCAL IMPACT:
Funds are budgeted and available in the Pre-K 4 SA Education Center Expansion Project as approved by the Corporation’s Board of Directors.
RECOMMENDATION:
Staff recommends the Board approve a construction contract with Henock Construction, LLC in the amount of $325,000 for the construction of approximately 5,000 square feet of additional playground area and a 50-space parking lot for the West Education Center.
