Acceptance of Supplemental Senior Nutrition Program Funding
 
 
SUMMARY:
 
This ordinance authorizes the acceptance of supplemental funds, in the amount of $312,764.00, awarded by Alamo Area Council of Governments (AACOG) and approves a budget revision for the FY 2014 Senior Nutrition Program for the period October 1, 2013 to September 30, 2014.
 
 
BACKGROUND INFORMATION:
 
The City's Senior Nutrition Program (SNP) provides seniors, ages 60 and older, with a meal and nutritional information in a congregate setting at 63 centers.  The Department of Human Services (DHS) operates the program using General and Federal Funds awarded from the Texas Department of Aging and Disability Services through AACOG.  The City has received Federal Funds from AACOG since 1973.
 
The program serves approximately 2,800 meals daily, Monday through Friday, at the City's Senior Center sites located throughout the community. The overall SNP budget, including funds proposed to be accepted in this ordinance, is $5,584,190.00 of which 35% is funded through the SNP grant and 65% through General Fund.  
 
ISSUE:
 
In the fourth quarter of the fiscal year, additional funding became available to AACOG through the Texas Department of Aging and Disability Services for congregate meal programs.  Consistent with prior program year history, AACOG has offered supplemental funds this quarter to the City of San Antonio for program operations.  Acceptance of additional funding will increase the total amount of funds AACOG has committed to the City for congregate meal services to $1,939,022.00.
 
 
 
ALTERNATIVES:
 
Should supplemental funding not be accepted, AACOG would need to identify another agency to provide the additional congregate meals to the community or return the funds to the Texas Department of Aging and Disability Services.
 
 
FISCAL IMPACT:
 
Through Ordinance 2013-12-19-0920, the City authorized a total Senior Nutrition Program budget of $5,271,426.00. This budget included $1,626,258.00 from AACOG, an appropriation of $3,584,661.00 from the FY 2014 General Fund Budget to be used for the program and to meet the required 10% grant match, and $60,507.00 in client donations for the period October 1, 2013 through September 30, 2014.  The addition of $312,764.00 in supplemental funding would increase the Senior Nutrition Program total budget to $5,584,190.00.
 
Acceptance of additional funding will not impact the General Fund.
 
 
RECOMMENDATION:
 
Staff recommends acceptance of supplemental funding and approval of a budget revision for the FY 2014 Senior Nutrition Program for the period October 1, 2013 to September 30, 2014.
