Contract Award: (Job-Order Contract) Tobin Library Renovations and Improvements
 
 
SUMMARY:
An ordinance authorizing a task order to a Job Order Contract, for facility renovations and repairs to the Tobin Library at Oakwell Branch, in an amount not to exceed $110,579.54, payable to Horizon International Group; a FY 2014 Tax Notes funded Project, located in Council District 10.
 
 
BACKGROUND INFORMATION:
Project Background
The Oakwell Branch Library, a 13,000 square-foot facility, located at 4134 Harry Wurzbach Road, was opened on March 23, 1969.  The site originally was part of Oakwell Farms which was donated to the City of San Antonio by Robert Lynn Batts Tobin in memory of his grandfather, Judge Robert Lynn Batts.  As part of the initial renovation in late 2007, a new roof, parking lot improvements, sidewalks, carpeting, interior paint and lighting, a new reference desk, reorganization of the staff work areas and other exterior renovations were completed.  During construction the branch was closed and was reopened upon completion as The Tobin Library at Oakwell in December 2007.  After seven years of use, some of the facility's exterior and interior is in need of repair and/or replacement.
 
This project will provide for replacement and repair of associated general building items including exterior building improvements (security lighting, painting exterior metal doors and handrails, caulk expansion joints, install new automatic sliding doors), landscaping improvements (trim trees and bushes to improve security site lines, re-strip parking lot, improve drainage away from building, install new flag pole), interior painting of all walls and hard ceilings, restroom renovations to include new plumbing fixtures (urinals, commodes, hand free flush valves and faucets, new graffiti resistant toilet partitions), counter and cabinet removal, electrical supply to new counters, HVAC work to include duct cleaning and certified Test and Balance, installation of additional meeting room lighting, install new partition wall in break room and install new ceiling tiles where needed.
 
Coordination with the Tobin Library will be made to ensure notice is provided to local patrons and residents regarding the Library's closure while under construction.
 
Procurement of Services
This Project was selected to utilize the Job Order Contracting (JOC), an alternative Project delivery method which ten contractors were approved through Ordinance 2011-01-20-0053 by City Council on January 20, 2011. The use of the JOC delivery method provides the City with on-call construction, renovation and maintenance services for City buildings and facilities.  Assignment of JOC contractors to specific jobs is based on the contractor's current workload, overall capacity, familiarity with a specific facility, expertise in completing specific task(s) and/or managing a specific trade needed to carry out the requested repair or rehabilitation.  Of the ten contractors, Horizon International Group was selected to submit an estimate and Project schedule for this Project.
 
The JOC contract associated with this agreement was advertised in 2010 prior to the implementation of the revised SBEDA ordinance.  Therefore, the solicitation required respondents to make a good faith effort to meet aspirational goals in utilizing small, woman and minority-owned businesses as subcontractors.  The Economic Development Department has reviewed and approved the subcontracting plan submitted by Horizon International Group.
 
The Discretionary Contracts Disclosure Form, as required by the City's Ethics Ordinance for all Projects where subjective criteria are used to select the contractor or consultant rather than by low bid is attached.
 
 
ISSUE:
This ordinance authorizes a task order to a Job Order Contract in an amount not to exceed $110,579.54, authorized payable to the Horizon International Group for facility renovations and repairs at the Tobin at Oakwell Branch Library, a FY 2014 Tax Notes funded Project, located in Council District 10.
 
This task order provides for facility renovations and repairs at the Tobin Library at Oakwell.  The improvements include: exterior building improvements and landscaping repairs as well as interior renovations including painting, restroom, cabinet and counter replacements. Project construction is anticipated to begin in August 2014 with an estimated completion date of September 2014.
This action is consistent with the City's established policy of utilizing the Job Order Contracting delivery method for renovation projects of this nature and scope.  City Council approval is required for projects utilizing Job Order Contracting over $100,000.00.
 
ALTERNATIVES:
As an alternative, this Project could be delivered utilizing another delivery method.  However, considering the additional time required for another solicitation process, this would adversely affect the timely completion of the Project.
 
 
FISCAL IMPACT:
This is a one-time capital improvement expenditure in the amount of $110,579.54 authorized payable to Horizon International Group.  Funds are available from 2014 Tax Notes previously authorized in the FY 2014 Adopted Capital Budget for deferred maintenance.
 
 
RECOMMENDATION:
Staff recommends approval of this ordinance authorizing the execution of a task order to a Job Order Contract with Horizon International Group in an amount not to exceed $110,579.54 for the repairs and replacements for the Tobin at Oakwell Branch Library.
