SUBJECT: Contract Award: Carver Cultural Center Parking Lot
SUMMARY:
An ordinance for the construction of Carver Cultural Center Parking Lot, accepting the lowest responsive bid and awarding a construction contract in the amount of $269,683.73, authorized payable to Clearfield Construction, LLC, a General Obligation Bonds funded Project, located in Council District 2.
BACKGROUND INFORMATION:
Project Background
The 2012-2017 General Obligation Bond Program funded various improvements to the Carver Cultural Center such as land acquisition (residence relocation and demolition), sealcoat and striping of the existing parking lot at the Carver Administration Center and new dumpster pad and apron, replacement of the existing roof, painting, lighting and interior wall improvements.
To date, improvements that have been completed for this project are the land acquisition, residence relocation, and residence demolition to make room for the new parking lot. In addition, the sealcoat and striping at the Carver Administration parking lot have been completed along with a new concrete dumpster pad and apron. The design for the little carver parking lot has also been completed.
This Project provides for the construction of a new parking lot located at 226 North Hackberry, San Antonio, Texas, with concrete paving, landscaping, lawn irrigation, fencing and lighting for a total of 29 new parking spaces, as well as the construction of a new dumpster pad and apron. The additional parking spaces will be used by the Carver Cultural Center, the Little Carver Theater and the IDEA Carver Academy. Project construction is anticipated to begin in September 15, 2014 and estimated to be completed by December 14, 2014.
Procurement of Services
This Project was advertised for construction bids in the San Antonio Hart Beat, on the City's website, through the TCI Small Business Office and the Texas Electronic State Business Daily in July 2014. Plans also were available for review by potential bidders at the office of RVK Architects located at 745 E. Mulberry Avenue, Suite 601, San Antonio, Tx. 78212. Bids for this Project were opened on July 22, 2014 and three (3) bidders were deemed responsive. Of these, Clearfield Construction, LLC, submitted the lowest responsive bid. A matrix of the bid outcome is included herein as Attachment 2.
This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on the contract. The Goal Setting Committee set a 20% Minority/Women Business Enterprise (M/WBE) subcontracting goal and a 1% African American Business Enterprise (AABE) subcontracting goal. Clearfield Construction, LLC has committed to 37.5% M/WBE and 19.7% AABE subcontractor participation. Clearfield Construction, LLC is also a certified small business bringing total SBE participation to 87.2%.
This construction contract was developed utilizing the low bid process; therefore, a Discretionary Contracts Disclosure Form is not required.
ISSUE:
An ordinance accepting the lowest responsive bid for the Carver Cultural Center Parking Lot and awarding a construction contract in the amount of $269,683.73, authorized payable to Clearfield Construction, LLC, a General Obligation Bonds funded project, located in Council District 2.
This award provides for a new parking lot with concrete paving, landscaping, lawn irrigation, fencing and lighting, with a total of 29 new parking spaces as well as for the of a delivery service area and trash dumpster area located behind the Carver Cultural Center. This Project will provide additional parking for the Carver Cultural Center, the Little Carver Theater and the IDEA Carver Academy. Project construction is anticipated to begin in September 15, 2014 and estimated to be completed by December 14, 2014.
Other improvements that have taken place are the land acquisition, residence relocation and demolition for additional parking spaces.
Approval of this ordinance will be a continuation of City Council policy to complete previously approved 2012-2017 General Obligation Bond-funded projects.
ALTERNATIVES:
As an alternative, City Council could choose not to award this contract and require staff to re-advertise this Project. Considering the additional time required for another solicitation process, this would adversely affect the timely completion of the Project.
FISCAL IMPACT:
This is a one-time capital improvement expenditure in the amount of $269,683.73 authorized payable to Clearfield Construction, Inc. Funds are available from 2012-2017 General Obligation Bond and are included in the FY 2014-2019 Capital Improvements Budget.
RECOMMENDATION:
Staff recommends approval of this ordinance accepting the lowest responsive bid and awarding a construction contract in the amount of $269,683.73, authorized payable to Clearfield Construction, LLC for construction of Carver Cultural Center Parking Lot.
