Purchase of Medium and Heavy Duty Trucks
SUMMARY:
This ordinance authorizes acceptance of a contract with Santex Truck Center LTD, Kyrish Truck Centers of San Antonio to provide ten replacement Medium and Heavy Duty Trucks for the Public Works Department for a total cost of $1,372,350.00. Funding in the amount of $1,372,350.00 is available from the FY 2021 Equipment Renewal and Replacement Fund budget.
BACKGROUND INFORMATION:
Submitted for City Council consideration and action is the attached tabulation of three bids to provide ten replacement medium and heavy duty trucks. This purchase includes seven, fifth wheel tractor trucks, one mastic seal applicator truck and two split fuel tank/lube trucks.
These medium and heavy duty trucks will be utilized by the Public Works Department. The Streets Division will receive four fifth wheel tractor trucks to haul aggregate road materials and one mastic seal applicator truck to perform street maintenance. The Storm Water Division will receive three fifth wheel tractor trucks to haul debris removed from culverts and drainage channels. Two split fuel tank/lube trucks will be utilized by the Public Works Department to re-fuel construction and off road equipment for all the Public Works divisions.
ISSUE:
This contract will provide ten replacement medium and heavy duty trucks to meet the needs of the Public Works Department. This purchase includes seven fifth wheel tractor trucks, one mastic seal applicator truck and two split fuel tank/lube trucks. The replacement of these trucks is consistent with the Equipment Renewal and Replacement fund (ERRF) program.
The life expectancy for these trucks is a minimum of 96 months.
All trucks are covered at a minimum of 12 month unlimited mile warranty.
The Invitation for Bid was evaluated based on the published bid specifications
The Small Business Economic Development Advocacy (SBEDA) Ordinance requirements were waived due to the lack of small, minority, and/or women businesses available to provide these goods and services.
The recommended award is to the lowest responsive bidder, who is also a local business. Therefore, application of the Local Preference Program was not required.
The Veteran-Owned Business Program does not apply to good/supplies contracts, so no preference was applied to this contract.
ALTERNATIVES:
The current medium and heavy duty trucks scheduled for replacement have met or will meet their age and or mileage requirement cycles before they are replaced. The replacement date is considered the optimum time for replacement in that delay of the acquisition could result in the vehicles incurring higher maintenance cost as a result of age or high mileage. This could impact the City’s ability to provide essential services to the residents of San Antonio.
FISCAL IMPACT:
This ordinance authorizes acceptance of a contract with Santex Truck Center LTD, Kyrish Truck Centers of San Antonio to provide ten replacement Medium and Heavy-Duty Trucks for the Public Works Department for a total cost of $1,372,350.00.
Funding in the amount of $1,372,350.00 is available from FY 2021 Equipment Renewal and Replacement Fund budget.
RECOMMENDATION:
Staff recommends the approval of a contract to purchase ten replacement medium and heavy duty trucks from Santex Truck Center LTD, Kyrish Truck Centers of San Antonio for the Public Works Department for a total amount of $1,372,350.00.
This contract is procured on the basis of low bid and a Contracts Disclosure form is not required.
