Donation Agreement: Indian Creek Health & Wellness Complex

 

 

SUMMARY:

 

An ordinance authorizing the execution of a Donation Agreement in the amount not to exceed $750,000.00 with El Centro de Barrio d/b/a CentroMed for the construction of the Indian Creek Health & Wellness Complex, a Capital Improvement Program funded project, located in Council District 4.

 

 

BACKGROUND INFORMATION:

 

The Indian Creek Health & Wellness Complex is located at approximately the 5500 block of Ray Ellison, close to the intersection of Old Pearsall Road. The Complex will consist of a 16,226 square foot primary care clinic and a 22,120 square foot wellness center on a 6 acre lot located in Council District 4. Funds were approved as part of the FY 2018 Adopted Budget to assist in the construction of the complex.

 

The Indian Creek area is located in Southwest Bexar County and identified as a health-disparate and economically disadvantaged community.  The area has also been designated by the San Antonio Metropolitan Health Department as one of ten zip codes (78242) at high-risk for on-going public health problems and a higher demand for social and city services Indian Creek is home to over 36,000 residents consisting mainly of low-income, uninsured working-poor families with geographic and transportation barriers to accessing care.  Area health disparities included heart disease, diabetes, hypertension and obesity.  The community has no access to primary care within its geographic boundaries, resulting in no identification with a medical home, limited continuity of care and no access to services on a sliding-fee-scale. 

 

Responsive to community need, El Centro de Barrio CentroMed has committed to construct a 16,266 sq. ft. primary care clinic and a 22,120 sq. ft. wellness center on 6 acres to serve the Indian Creek Community.  The Indian Creek Clinic’s purpose is to dramatically increase access to comprehensive and affordable health services for the low-income and uninsured.  The Primary Care Clinic will provide pediatric care, family medicine, on-site laboratory services, dental services and behavioral health to low income and uninsured residents of the Indian Creek Community on a sliding fee scale based on their ability to pay.  The Wellness Center will provide a space for physical exercise, nutritional services and health education to include a basketball court, free weights area, cardio equipment and rooms for exercise instruction such as yoga, Zumba and cardio boxing.  The Primary Care Clinic is expected to serve 16,500 unduplicated patients annually and employ 59 staff including 11 providers.  The Wellness Center is expected to enroll 4,000 members; both patients and community residents, and will employ 12 health and wellness professionals.

 

 

ISSUE:

 

This ordinance authorizes the execution of a Donation Agreement in the amount not to exceed $750,000.00 with El Centro de Barrio d/b/a CentroMed for the construction of the Indian Creek Health & Wellness Complex, located in Council District 4.

 

The CentroMed Indian Creek Project provides for new construction of a Primary Care Clinic and a Wellness Center. CentroMed will oversee the construction of the improvements to the Indian Creek Health & Wellness Center in accordance with the donation agreement to ensure community services to the residents of the city and county continue.  City funds will be used to compliment the fundraising efforts CentroMed has done to offset $6,371,065 needed to construct the Primary Care Clinic. 

 

The City’s funding will be provided on a reimbursement basis and once the construction is verified and approved.  Construction on the new facility is anticipated to be complete by August 2018.

 

 

ALTERNATIVES:

 

City Council could choose not to approve this Donation Agreement. However, doing so would cause a delay in services that the Indian Creek Health & Wellness Complex could be providing to an underserved part of the San Antonio Community. 

 

 

FISCAL IMPACT:

 

This is a one-time capital improvement expenditure payable to El Centro de Barrio d/b/a CentroMed in the amount not to exceed $750,000.00.  Funding for the Indian Creek Health & Wellness Complex is included in the Capital Improvement Program Budget.

 

 

RECOMMENDATION:

 

Staff recommends authorizing this Donation Agreement with El Centro De Barrio dba CentroMed in an amount of $750,000.00 for the Indian Creek Wellness Health & Wellness Complex
