Civil Engineering Design Services Agreement Amendment: North Main Avenue & Soledad Street (Pecan Street to Navarro Street) Project (2017 Bond Project)

 

 

SUMMARY:

 

An ordinance approving the execution of an amendment in the increased amount not to exceed $157,694.00 to the $1,376,253.40 Civil Engineering Design Services Agreement with Lockwood, Andrews & Newman, Inc. for additional design services relating to the North Main Avenue and Soledad Street (Pecan Street to Navarro Street) Project, a 2017 Bond funded project located in Council District 1. Funds are available from 2017 General Obligation Bond Program and are included in FY 2020 - FY 2025 Capital Improvement Program.

 

 

BACKGROUND INFORMATION:

 

Project Background

On May 6, 2017, voters approved the 2017 Bond Program, which authorized $9,000,000.00 for North Main Avenue and Soledad Street (Pecan Street to Navarro Street) project, located in Council District 1.  This project will provide for the reconstruction of North Main Avenue and Soledad Street from Pecan Street to Navarro Street including the construction of pedestrian amenities and enhancements as appropriate and within available funding.  This project is a continuation of a 2012 Bond funded project, which converted North Main Avenue and Soledad Street to a two-way street and included various street and sidewalk improvements along North Main Avenue and Soledad Street between Commerce Street and Pecan Street. 

 

Previous Council Action

On October 5, 2017, City Council approved a Civil Engineering Design Services Agreement with Lockwood, Andrews & Newman, Inc. in an amount not to exceed $1,376,253.40 for the design and construction phase services for North Main Avenue and Soledad Street (Pecan Street to Navarro Street) Project through Ordinance 2017-10-05-0742. The proposed amendment for additional design services will increase the contract by $157,694.00 to a total contract amount of $1,533,947.40.

ISSUE:

 

This ordinance approves the execution of an amendment in the increased amount not to exceed $157,694.00 to the $1,376,253.40 Civil Engineering Design Services Agreement with Lockwood, Andrews & Newman, Inc. for additional design services relating to the North Main Avenue and Soledad Street (Pecan Street to Navarro Street) Project, a 2017 Bond funded project located in Council District 1.

 

At the City’s direction, design changes were requested to include a buffered space to accommodate for bicycle lanes on North Main Avenue to improve the safety of cyclists and full reconstruction of Savings Street and Giraud Street due to the extension of underground utilities needed as part of the North Main Avenue and Soledad Street (Pecan Street to Navarro) project. 

 

This amendment will be compensating Lockwood, Andrews & Newman, Inc. for the additional design services.  Upon approval of amendment, design of the additional changes is anticipated to begin in May 2020 and be completed in October 2020. 

 

 

ALTERNATIVES:

 

As an alternative, City Council could choose not to approve these additional professional services and move forward with the original design; however, this would result in the loss of an opportunity to include additional safety features and design continuity of the streets within North Main Avenue and Soledad Street corridors.    

 

FISCAL IMPACT:

 

This is one-time capital improvement expenditure in the amount not to exceed $157,694.00 payable to Lockwood, Andrews & Newman, Inc. to provide additional design services related to the North Main Avenue and Soledad Street (Pecan Street to Navarro Street) Project. Funds are available from 2017 General Obligation Bond Program and are included in FY 2020 - FY 2025 Capital Improvement Program.

 

RECOMMENDATION:

 

Staff recommends approval of the execution of an amendment to the Civil Engineering Design Services Agreement with Lockwood, Andrews & Newman, Inc. in an increased amount not to exceed $157,694.00 for additional design services relating to the N. Main Avenue and Soledad Street (Pecan Street to Navarro Street) Project.
