Police Aggressive Driving Vehicles
 
 
SUMMARY:
This ordinance authorizes acceptance of contracts with Cowboy Chrysler Dodge Jeep Ram and Silsbee Ford to provide four Police Aggressive Driving Vehicles to the City of San Antonio for a total cost of $93,484.68.  Funding for this purchase is available from the Equipment Renewal and Replacement Fund (ERRF).  
 
 
BACKGROUND INFORMATION:
Submitted for City Council consideration and action is the attached tabulation of four offers submitted by Caldwell Country Ford, Cowboy Chrysler Dodge Jeep Ram, Grapevine DCJ, LLC and Silsbee Ford to provide four Police Aggressive Driving Vehicles.  These units are replacement vehicles that will be funded through the City of San Antonio's Equipment Renewal and Replacement Fund (ERRF) for a total cost of $93,484.68.
 
The Police Aggressive Driving Units will consist of two Dodge Chargers and two Ford Mustangs that will be utilized by the Police Department for the Aggressive Driving Program.
 
The purpose of the Aggressive Driving Program is to allow the Police Department to actively enforce traffic law violations and seek out aggressive motorists who, by the nature of their driving, pose a threat to other motorists on the roadway.  The Police Aggressive Driving Vehicles are replaced at 70,000 miles in accordance with the Collective Bargaining Agreement (CBA).  The proposed recommendation complies with all requirements as set forth in the Collective Bargaining Agreement.   These vehicles will be purchased utilizing a public health or safety exemption.
 
Vehicles and equipment that meet their expected life cycle are usually sold at auction but may also be traded-in to the selling dealer. The equipment that is being replaced will be sold at auction.  The proceeds are then used to purchase new similar vehicles and equipment.  Such is the case with all four replacement vehicles.
 
The ERRF charges a monthly lease rate to each respective department/fund the entire time a department/fund has possession of a vehicle or equipment. When the vehicle reaches 70,000 miles or the 5 year life cycle, the replacement fund will provide the financial resources for its like replacement.  All of the vehicles being replaced have met or exceeded the replacement criteria or will do so before replaced.
 
 
ISSUE:
This contract will provide four replacement Police Aggressive Driving Vehicles to the City's fleet.  These vehicles will consist of two Dodge Chargers and two Ford Mustangs that will be utilized by the San Antonio Police Department's Aggressive Driver Program and routine law enforcement services.  Purchase of these units will provide support of public safety, law enforcement and security for the residents of the City of San Antonio and surrounding areas.
 
The Dodge Chargers are covered by a 3 year/36,000 mile bumper-to-bumper coverage warranty and a 5 year/100,000 mile powertrain warranty.  The Ford Mustangs are covered by a 3 year/36,000 mile bumper-to-bumper coverage warranty and a 5 year/60,000 mile powertrain warranty.
 
The life expectancy for these vehicles is 60 months.
 
The Small Business Economic Development Advocacy Ordinance requirements were waived due to the lack of qualified SMWBE's available to provide the goods and services.
 
There were no bids submitted from local bidders for this contract, therefore the Local Preference Program was not applied.
 
The Veteran-Owned Small Business Preference Program does not apply to goods/supplies contracts, so no preference was applied to this contract.
 
 
ALTERNATIVES:
At this time, no alternative exists due to the requirement of the Collective Bargaining Agreement to replace vehicles at 70,000 miles.
 
FISCAL IMPACT:
The purchase of these Police Aggressive Driving Vehicles is for a total cost of $93,484.68 and will be funded from the ERRF.
 
 
The ERRF charges a monthly lease rate to each respective department/fund the entire time a department/fund has possession of a vehicle or equipment.  When the vehicle or equipment reaches the end of its life-cycle or the contractually obligated period, the replacement fund provides the financial resources for its like replacement.  
 
The replacement of these vehicles is consistent with the City's vehicle replacement program.
 
 
RECOMMENDATION:
Staff recommends the approval of the contracts with Cowboy Chrysler Dodge Jeep Ram and Silsbee Ford for a total cost of $93,484.68.  
 
The contracts were procured on the basis of Public Health or Safety Exemption and do not require a Contracts Disclosure Form.
