Steel Tank Surface Storage
 
 
SUMMARY:
This ordinance authorizes a contract with D&H Equipment, LTD. to provide one 6,000 gallon steel surface storage tank and one auto-loader for a total cost of $123,105.00.  Funding is available from the FY 2014 Transportation & Capital Improvements (TCI) Department, Street Maintenance Division, General Fund Operating Budget.
 
 
BACKGROUND INFORMATION:
Submitted for City Council consideration and action is the attached tabulation of one bid submitted by D&H Equipment, LTD. to provide required equipment to be utilized for storing, discharging and transporting of fog seal material. This specialized tank contains an agitation mixer ribbon and electrical heating rods which provide continuous mixing and heating of the seal material to maintain the quality of the product for application. The tank will be used to store fog seal, which is a light spray application of diluted asphalt emulsion used primarily to seal an existing asphalt roadway surface to reduce raveling and to enrich dry and weathered surfaces.  The auto-loader will be used in lifting the steel surface storage container from a trailer to ground level or in loading the container to be transported with ease. This eliminates the need to utilize a crane in loading or unloading the tank.
 
 
 
ISSUE:
This contract will provide the TCI Department, Street Maintenance Division, staff with a 6,000 gallon steel surface storage tank and one autoloader.
 
This purchase is driven by need to store fog seal material utilized on pavement preservation projects within a city facility and periodically in close proximity to a project site.  The acquisition of this unit will enable TCI staff to achieve this goal, thus reducing travel time and improving the efficiency of the operation.
 
The Small Business Economic Development Advocacy Ordinance requirements were waived due to the lack of qualified SMWBE's available to provide the goods and services.
 
There were no bids submitted from local bidders for this contract; therefore, the Local Preference Program was not applied.
 
The Veteran-Owned Small Business Preference Program does not apply to goods/supplies contracts, so no preference was applied to this contract.
 
ALTERNATIVES:
Should this contract not be approved, the Transportation & Capital Improvements Department, Street Maintenance Division, would be required to purchase material on an as needed basis whereby increased costs and delivery times could occur and result in delays in the completion of City projects.
 
 
 
FISCAL IMPACT:
The purchase of the steel tank surface storage and autoloader for a total cost of $123,105.00 will be funded and appropriated from the FY 2014 Transportation & Capital Improvements Department, Street Maintenance Division, General Fund Operating Budget.
 
 
RECOMMENDATION:
Staff recommends the approval of the contract with D&H Equipment, LTD. for a total cost of $123,105.00.  This contract is procured by means of competitive bidding and a Contracts Disclosure form is not required.
