Memorandum of Agreement with Goodwill Industries of San Antonio
 
 
SUMMARY:
 
This ordinance authorizes a Memorandum of Agreement with Goodwill Industries of San Antonio (Goodwill Industries) to continue the cooperative and mutually beneficial relationship whereby Goodwill Industries obtains real work experience for clients transitioning into the workforce through placement at the San Antonio Metropolitan Health District (Metro Health) where they provide data entry and general office services at no cost.  The term of the agreement will begin upon execution to January 1, 2018.
 
BACKGROUND INFORMATION:
 
Goodwill Industries enhances the dignity and quality of life of individuals, families, and communities by eliminating barriers to opportunity and helping people in need reach their fullest potential through the power of work. Goodwill Industries is a leading nonprofit provider of education, training, and career services for people with disadvantages, such as welfare dependency, homelessness, and lack of education or work experience, as well as those with physical, mental and emotional disabilities. Over the last several years, Metro Health and Goodwill Industries have developed a mutually beneficial collaboration in which Goodwill provides workers at no cost to help with data entry and general office work through the Goodwill/Good Health Work Project.
 
In turn, Metro Health provides Goodwill workers with valuable work experience to improve their job skills and prepare them for permanent jobs in the community. In the past, Goodwill workers have been assigned to the Immunization section where they work primarily entering immunization record information. However, there are other program areas in Metro Health that have been identified and would benefit from additional assistance with data entry and general office work. This ordinance will renew a previous agreement with Goodwill Industries and continue to allow up to fourteen workers from the Goodwill/Good Health Work Project to provide data entry and general office services at Metro Health through January 1, 2018.
 
 
ISSUE:
 
Both Metro Health and Goodwill Industries have a vested interest in improving the lives, welfare and productivity of disadvantaged individuals in the community. As a result, Metro Health and Goodwill Industries have developed a mutually beneficial collaboration that will assist Metro Health in data entry needs and provide additional general office services while Metro Health provides a meaningful experience in the workplace to Goodwill clients.
 
 
ALTERNATIVES:
 
If this agreement is not approved, the collaboration between Metro Health and Goodwill Industries would be discontinued and Metro Health will forgo an opportunity for up to fourteen workers for data entry and other general office services at no cost to the City.  This may require Metro Health to outsource data entry and temporary services.
 
 
FISCAL IMPACT:
 
Metro Health is requesting authorization to execute a Memorandum of Agreement with Goodwill Industries for a term beginning upon execution to January 1, 2018.  This agreement will have no impact on the General Fund and no financial impact on the City.
 
 
RECOMMENDATION:
 
Staff recommends approval of an Ordinance authorizing an agreement with Goodwill Industries to continue the Goodwill/Good Health Work Project which will provide up to fourteen workers for data entry and other general office services at no cost to the City.
