TXDOT Temporary Closure Multi-Year Agreement - Siclovia
SUMMARY:
An ordinance authorizing the execution of an agreement with the Texas Department of Transportation (TxDOT) for the temporary street closure of State right of ways on Broadway Street from Parland Place to 4th Street and the temporary street closure of Roosevelt Ave from Lone Star Blvd. to Mitchell St., and may include additional temporary right of way closures at IH37/Nolan Street green space and IH10/Roosevelt Ave green space in connection with the bi-annual Siclovia event hosted by the YMCA for a term of one year with the mutual option to extend and change the Siclovia event date and route each year for up to four additional years, beginning on October 22, 2017.
BACKGROUND INFORMATION:
In 2010, the San Antonio Metropolitan Health District (Metro Health) received $15.6 million in funding from the Centers for Disease Control and Prevention (CDC) through the 2009 Communities Putting Prevention to Work (CPPW) Initiative funded by the American Recovery and Reinvestment Act of 2009. These funds were used to reduce and prevent obesity in children and adults by conducting activities in school and community settings across Bexar County in partnership with several local businesses and organizations, school districts, and other City of San Antonio departments.
As part of the CPPW initiative, Metro Health sponsored the first and second Siclovia events, which took place in October 2011 and March 2012. Siclovia events are open to the public and encouraged citizens to increase the use of bicycles and other forms of physical activity. Both previous events were attended by approximately 55,000 attendees and received positive response from the community. On March 8, 2012, Metro Health entered into an agreement with the YMCA and all future Siclovia events in San Antonio will be funded and organized by the YMCA.
This thirteenth Siclovia event, sponsored by the YMCA, will be held on October 22, 2017 from 11:00 a.m. to 4:00 p.m. The event will close down vehicular traffic on two miles of Broadway Street from Parland Place to 4th Street in order to allow bicyclists, skateboarders and pedestrians to move freely within these limits. Broadway Street is a state-owned roadway. Consequently, authorization for temporary closure is needed from TxDOT. Based on TxDOT’s policy, authorization for temporary closures of state-maintained roadways is formally granted by agreement, which must be executed between the governmental jurisdictions which will be impacted by the temporary street closures. Transportation & Capital Improvements staff, in coordination with the YMCA, has developed the traffic control plan that will be utilized during the temporary street closures.
This City Council action will ensure that the temporary street closure from 5:00 a.m. to 5:00 p.m. on October 22, 2017 will be permitted for this event and subsequent events.
ISSUE:
This ordinance authorizes the execution of an agreement with the Texas Department of Transportation (TxDOT) for the temporary street closure of State right of ways on Broadway Street from Parland Place to 4th Street and the temporary street closure of Roosevelt Ave from Lone Star Blvd. to Mitchell St., and may include additional temporary right of way closures at IH37/Nolan Street green space and IH10/Roosevelt Ave green space in connection with the bi-annual Siclovia event hosted by the YMCA for a term of one year with the mutual option to extend and change the Siclovia event date and route each year for up to four additional years, beginning on October 22, 2017.
Since 2012, The YMCA of Greater San Antonio has funded and organized the programming of the bi-annual Siclovia event that is held in the Spring and Fall of each year. While the future dates of Siclovia are unknown at this time, this agreement allows for the City and TxDOT to have an established agreement which will allow better cooperation and coordination for the future events. Additionally, the proposed closures listed allow the YMCA to create several options in developing the event’s future routes.
This thirteenth Siclovia event will be held on October 22, 2017 from 11:00 a.m. to 4:00 p.m. with the temporary closure occurring from 5:00 a.m. to 5:00 p.m. The event will close down vehicular traffic on two miles of Broadway Street from Parland Place to 4th Street in order to allow bicyclists, skateboarders and pedestrians to move freely within these limits.
ALTERNATIVES:
The City Council could choose not to approve this agreement, which would result in the temporary street closures on State right of ways not being permitted.
Transportation & Capital Improvements staff, in review of potential alternatives, has determined that authorizing the Temporary Closure Agreement is in the best interest of the City in order to ensure the success of the City’s thirteenth Siclovia event and those that follow.
FISCAL IMPACT:
There is no fiscal impact associated with this agreement. TXDOT does not assess a fee for these temporary street closures. Programming is handled and paid for by the YMCA.
RECOMMENDATION:
Transportation & Capital Improvements staff recommends approval of the Temporary street closure Multi-Year Agreement between TxDOT and the City of San Antonio for the temporary street closure of Broadway Street from Parland Place to 4th Street and the temporary street closure of Roosevelt Ave from Lone Star Blvd. to Mitchell St in connection with the thirteenth Siclovia event as well as the subsequent events to be held Spring and Fall, starting October 22, 2017. Additional temporary right of way closures may include the following locations but are not limited to: IH37/Nolan Street green space and IH10/Roosevelt Ave green space.
