Reallocation of Delegate Agency Consolidated Funding
 
SUMMARY:
The Department of Human Services (DHS) is requesting authorization of the reallocation of $54,594 in FY 2015 General Funds awarded to Catholic Charities through the FY 2015 Consolidated Funding process for the Youth Education Success Refugee Services program to their Out of School and Summer Program for at risk youth and VITA Guadalupe program in amounts of $39,355 and $15,239 respectively. DHS is also requesting authorization to reprogram $78,660 in FY 2015 General Funds through the Consolidated Funding process awarded to Family Service Association for the Youth Summer Enrichment program to their Youth College and Career Opportunities program; and authorizing a related contract and contract amendments to these programs.
BACKGROUND INFORMATION:
Through the Consolidated Funding Process for Human and Workforce Development Agencies, on September 18, 2014, City Council adopted Ordinance 2014-09-18-0690 allocating $54,594 to Catholic Charities to support the Youth Education Success program serving eligible refugee school-age children providing after-school tutoring in order to improve academic performance.  At Catholic Charities request, the proposed reallocation of these funds will be for the Catholic Charities Out of School Time program in the amount of $39,355 to provide services to at risk youth during the school year at the Guadalupe Community Center and summer camp services with an educational component; furthermore, allocating additional funds in the amount of $15,239 to the VITA Guadalupe program to support VITA activities. Applications for programs were submitted in response to the Consolidated Funding Request for Proposal for FY 2015 and FY 2016.
 
Additionally through this ordinance, City Council allocated funding to Family Service Association in the amount of $78,660 for FY 2015 to support the Youth Summer Enrichment program that provides summer camp experiences for children.  Due to budget shortfall in the summer program, Family Service Association is requesting reallocation of these funds to support the Youth College and Career Opportunities Summer Youth Employment program which is a 6 week paid summer internship program serving youth ages 14-17.
 
ISSUE:
Catholic Charities has indicated federal grant funds can support the Youth Education Success Refugee Services program and city General Fund would be of greater benefit to their Guadalupe Community Center at risk Out of School Time program. DHS is requesting that the original allocation of $54,594 for the Youth Education Success Refugee Services program be reallocated to at risk Out of School Time program and VITA activities.  Of the $54,594, it is proposed that $39,355 be allocated to Out of School Time and Summer Services; and $15,239 for VITA activities, which is currently funded through the consolidated funding process.
 
DHS is also requesting General Funds in the amount of $78,660, initially allocated to Family Service Association's Youth Summer Enrichment program be reprogrammed to the Youth College and Career Opportunities program to expand services and remain in alignment with the City Council priorities in the Education category.
 
ALTERNATIVES:
If reprogramming is not approved and if the agencies chose not to operate the originally awarded programs, General Funds could be reprogrammed to other City initiatives or absorbed in the budget.  
 
FISCAL IMPACT:
Through this action, FY 2015 General Funds totaling $133,254 are proposed to be reprogrammed to support the Youth Education Success programs and VITA activities.  Reprogramming will not have an impact on the City's General fund.  
 
RECOMMENDATION:
Staff recommends that City Council authorize reallocating $54,594 in FY2015 General Funds from the Consolidated Funding pool for Catholic Charities programs and $78,660 in Family Service Association programs.
