SUMMARY:
 
This Ordinance authorizes a professional services agreement with Foster CM Group, Inc. for design review, inspection and testing services for the Residential Acoustical Treatment Program for the San Antonio International Airport in an amount not to exceed $2,500,000.00. The contract term is three years with an option for renewal for two one-year periods.
 
Eighty percent of the contract, or $2,000,000.00, is funded by the Federal Aviation Administration with the City contributing $500,000.00 its 20% share.
 
BACKGROUND INFORMATION:
 
The Residential Acoustical Treatment Program for the San Antonio International Airport provides acoustical treatments for qualifying dwellings located within approved Federal Aviation Administration (FAA) noise contour boundaries. The multi-year program has treated approximately 1,300 homes and over 200 apartments since 2005.
 
As part of the program, a firm is required to review the architectural and engineering design reports completed by the acoustical treatment program. The firm will also submit design review reports, provide construction inspection services, inspection reports and perform acoustical testing and HVAC field testing.
 
Solicitation
A Request for Qualifications (RFQ) was released in August 2014. The solicitation was advertised in the HartBeat newspaper, TVSA and the websites for the City of San Antonio and Airports Council International. One proposal was submitted on September 9, 2014. A committee comprised of representatives from the City Manager's Office, Aviation and Airport Advisory Commission evaluated the proposal based on the published criteria, which included background, experience and qualifications in design review, inspection and testing services, project approach and management plan, and Disadvantage Business Enterprise participation. The evaluation committee unanimously voted to recommend Foster CM Group.
 
Airport Concessions Disadvantaged Business Enterprise
This contract is subject to 49 CFR Part 26 Disadvantage Business Enterprise Program. Foster CM Group is a certified DBE firm.
 
Foster CM Group, Inc.
Foster CM Group is a program and construction management firm. The firm has experience with City project, serving as one of the on-call construction services firms for the Transportation and Capital Improvements department.
 
 
ISSUE:
 
Approval of the City Council is required for high-profile contracts.
 
 
ALTERNATIVES:
 
City Council could elect to reject the staff's recommendation and request a new RFQ be issued to seek interest from other firms. As all available extensions under the current contract have been exhausted, such action would result in the possible need to halt the Program and resume it again after a new solicitation process is completed and a new contract awarded. Delays could jeopardize current or future FAA funding.
 
 
FISCAL IMPACT:
 
Grant and matching funds for this Agreement are available and budgeted in the FY 2015. The program is 80% funded by the FAA Airport Improvement Grant Program funds. The City's match requirement is 20% for eligible project costs. Funding is dependent on federal funding received annually.
 
 
RECOMMENDATION:
 
Staff recommends the authorization of the professional services agreement with Foster CM Group, Inc. for design review, inspection and testing services for the Residential Acoustical Treatment Program for the San Antonio International Airport.
