SUBJECT:

 

Authorizing Agreements with Family Services Association and Parent/Child Incorporated

 

 

SUMMARY:

 

This ordinance authorizes agreements with Family Services Association and Parent/Child Incorporated for terms ending June 30, 2016 for the San Antonio Metropolitan Health District to provide oral health services to Early Head Start enrollees with options to renew for two additional one-year terms for a cumulative amount, inclusive of renewals, of up to $27,500.00 and an in-kind match requirement in services totaling $5,600.00.

 

The initial term of the agreement with FSA, which runs from November 1, 2015 through June 30, 2016, provides for reimbursement to the City of up to $1,500.00 with an in-kind match in services of up to $300.00.  The renewals with FSA for year two and three will provide reimbursement to the City of up to $2,000.00 with an in-kind match of up to $400.00 each year. 

 

The initial term of the agreement with PCI, which runs from October 15, 2015 through June 30, 2016, and the renewals for years two and three, provide for reimbursement to the City of up to $7,500.00 with an in-kind match in services of up to $1,500.00 for each year.

 

 

BACKGROUND INFORMATION:

 

The Head Start program provides center based educational and family strengthening services to eligible children and their families. Currently, Head Start services are available to children ages 3 and 4 years of age as well as some 5 year olds in nine school districts throughout the City.  Metro Health’s Dental Division is currently contracted to provide dental services to 6,750 children. The Early Head Start program provides the same services to children 6 months of age to age 3 whereby they then transition into Head Start. In both programs, each enrollee is provided with an on-site limited oral health evaluation performed by a dentist. In addition, Metro Health dental staff provides case management services for all children identified with “urgent” dental needs.  As needed, additional program supports are provided to ensure that all children with unmet dental needs are connected to a dental home in the community.

 

Though collaboration with the UT Health Science Center at San Antonio, School of Dentistry, Department of Developmental Dentistry, Metro Health facilitates care for Head Start/Early Head Start children who require immediate care and are uninsured or underinsured.

 

 

ISSUE:

 

Metro Health is requesting City Council authorization of agreements with Family Services Association and PCI to provide much needed oral health services to children enrolled in Early Head Start who are either uninsured or underinsured in the community.

 

 

ALTERNATIVES:

 

If this Ordinance is not authorized, Metro Health will be unable to seek reimbursement for preventive dental screenings and case management services to children enrolled in Early Head Start Programs through PCI and FSA.

 

 

 

FISCAL IMPACT:

 

Funding for the initial provision of services is available and budgeted within Metro Health’s FY 2015- 2016 FSA Early Head Start and Parent Child Incorporated (PCI) Early Head Start Childcare Partnership grants.  Metro Health will seek reimbursement through the agreements with FSA and PCI as outlined below:

Staff recommends approval of this Ordinance authorizing agreements with Family Services Association and Parent/Child Incorporated for terms ending June 30, 2016 for the San Antonio Metropolitan Health District to provide oral health services to Early Head Start enrollees with options to renew for two additional one-year terms for a cumulative amount, inclusive of renewals, of up to $27,500.00 and an in-kind match requirement in services totaling $5,600.00.
