Annual Contract for Natural Creekway Maintenance

 

 

 

SUMMARY:

 

This ordinance authorizes a contract with Pozzi Enterprises Inc., dba Border Construction Services to provide maintenance services to the natural creekway along approximately 30 miles of Leon and Salado Creeks and 50 miles of tributary creeks located throughout the City.  Maintenance services shall include, but are not limited to, control of non-native (invasive) vegetation, tree and brush trimming or removal, on-site mulching services, and debris removal and disposal. These services are required by the Storm Water Division of the Transportation and Capital Improvements Department (TCI), to enhance conveyance of storm water through the creekways while maintaining the integrity of the natural riparian environment for an estimated amount of $1,086,096.00 annually.  Funding for this contract is available through the Storm Water Operations Fund.

 

 

 

BACKGROUND INFORMATION:

 

Submitted for Council consideration and action is a proposal submitted by Pozzi Enterprises Inc., dba Border Construction Services to provide maintenance services to the natural creekway along approximately 30 miles of Leon and Salado Creeks and 50 miles of tributary creeks located throughout the City.  Maintenance services shall include, but are not limited to, control of non-native (invasive) vegetation, tree and brush trimming or removal, on-site mulching services, and debris removal and disposal.  The City issued a Request for Competitive Sealed Proposal (RFCSP) for “Annual Contract for Natural Creekway Maintenance” (RFCSP 6100006340) on October 7, 2015, with a submission deadline of November 13, 2015. Three proposal responses were received.

 

The evaluation team consisted of representatives from the Transportation and Capital Improvements Department.  The Finance Department, Purchasing Division assisted by ensuring compliance with City procurement policies and procedures. The proposals were evaluated based on the firms’ qualifications, experience, and quality of service, previous performance, proposed plan and price schedule.

 

The evaluation of each proposal response was based on a total of 100 points; 30 points allotted for experience, background, qualifications; 30 points allotted for proposed plan; and 25 points allotted for respondent’s price schedule; 15 preference points were allotted for the Small Business Economic Development Advocacy (SBEDA) Program, SBE Prime Contractor Program Affirmative Procurement Initiative.

 

The evaluation committee met on December 10, 2015 to evaluate the three responsive proposals received. After committee review and discussion, the evaluation committee voted to interview all three firms.  The interviews were held on January 5, 2016.   Following the interviews, individual scores were submitted and aggregate scores were presented. After a recommendation for award was agreed upon by the selection committee, the pricing scores and the SBEDA scores were revealed. Pozzi Enterprises Inc., dba Border Construction Services received the highest ranking and was recommended for award by the evaluation committee.

 

The initial term of the agreement is April 1, 2016 through June 30, 2019.  One additional one-year renewal at the City’s option shall also be authorized by this ordinance. 

 

 

 

ISSUE:

 

This contract will provide maintenance services to the natural creekway along approximately 30 miles of Leon and Salado Creeks and 50 miles of tributary creeks located throughout the City.  Maintenance services shall include, but are not limited to, control of non-native (invasive) vegetation, tree and brush trimming or removal, on-site mulching services, and debris removal and disposal.

 

This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on the contract. The Goal Setting Committee applied the Small Business Enterprise (SBE) Prime Contract Program to this solicitation and awarded fifteen (15) evaluation preference points to Pozzi Enterprises Inc., dba Border Construction Services, as they are certified SBE and located within the San Antonio Metropolitan Statistical Area.

 

 

This contract is an exception to the Local Preference Program.

 

The Veteran-Owned Small Business (VOSB) Preference Program does not apply to non-professional service contracts, so no preference was applied to this contract.

 

 

 

ALTERNATIVES:

 

Should this contract not be approved, the City will be required to perform services in-house which would require additional staffing, equipment and materials for maintenance services to the natural creekways of Leon and Salado Creeks by the Transportation and Capital Improvements staff.  Non-approval of this request may increase the build-up of litter and debris, dead limbs, etc. which may cause bridge infrastructure damage and thus restrict the proper flow of water within the drainage system or creekway and increase potential flooding to the residents of the community.

 

 

 

FISCAL IMPACT:

 

Funds are not encumbered by this ordinance.  All expenditures will be in accordance with the Department’s adopted budget approved by City Council.  The total estimated cost for this contract is approximately $1,086,096.00 annually.  Purchases made by the Department are as needed and dependent upon available funds within their adopted budget.

 

 

 

RECOMMENDATION:

 

Staff recommends the approval of this contract with Pozzi Enterprises Inc., dba Border Construction Services to provide maintenance services to the natural creekway along approximately 30 miles of Leon and Salado Creeks and 50 miles of tributary creeks located throughout the City at an estimated annual cost of $1,086,096.00.

 

This contract is procured by means of a Request for Competitive Sealed Proposal and a Contract Disclosure Form is required.
