Authorizing 1115 Waiver Agreement and Contract Amendment
 
 
SUMMARY:
 
This Ordinance authorizes an agreement with the Witte Museum to provide funding for collaboration in assessing childhood health behavior and bio-metric data through the "H-E-B Body Adventure" interactive exhibit at the Witte Museum as part of Metro Health's 1115 Medicaid Waiver Neighborhood Health project for a total amount not to exceed $250,000.00.  The term of the proposed agreement begins upon execution and will continue through the life of the Exhibit.  This agreement is subject to and contingent upon Medicaid 1115 Waiver funding.  In addition, this Ordinance authorizes a contract amendment to increase compensation to an existing agreement with the UT Health Science Center at San Antonio by $4,170.00 for health provider education and outreach bringing the total amount to $382,170.00 over the three year period.
 
BACKGROUND INFORMATION:
 
On January 31, 2013, City Council authorized the submission of six project proposals by Metro Health through our Regional Healthcare Partnership Anchor entity, University Health System (UHS) for consideration and funding in the amount of $43,392,942.00 through the new Delivery System Reform Incentive Payment (DSRIP) arm of the "Texas Healthcare Transformation and Quality Improvement Program" or "Transformation Waiver".  Metro Health carefully selected projects in the following areas: diabetes prevention, children's oral health services, HIV and Syphilis prevention, breastfeeding promotion, teen pregnancy prevention and neighborhood health promotion.  All six project proposals are in alignment with Metro Health's strategic plan and many community goals set forth by SA2020 and have the overall goal of improving health outcomes.
 
Authorization of the agreement with the Witte Museum will allow Metro Health to collaborate with regard to assessing childhood health behavior and bio-metric data through the "H-E-B Body Adventure" interactive exhibit at the Witte.  The "H-E-B Body Adventure" interactive exhibit (the Exhibit) at the Witte Museum will collect the following data: 1) demographics including age, gender and zip code, 2) bio-metric measures including measured height and weight and 3) self-reported attitudes and behaviors related to health.  The Exhibit presents the opportunity to de-identify, aggregate and organize data into a valuable public health database that could be utilized by Metro Health for the public purpose of improving the health of all of San Antonio.  No personally identifiable information (PII) will be included with the data provided.  This data will be utilized to assist in establishing baseline data for the 10 neighborhoods selected as part of Metro Health's Neighborhood Based Physical Activity and Health Promotion 1115 Medicaid Waiver project.  
 
In addition, Metro Health seeks to increase compensation to an existing agreement with the UT Health Science Center previously authorized by Ordinance No. 2013-09-19-0655 to conduct health provider education and outreach regarding the Adolescent Medical Home model as part of Metro Health's Teen Pregnancy Prevention project.  This amendment will provide an additional $4,170.00 for mileage expenses not previously included in this agreement bringing the new total amount to $382,170.00 for the period beginning October 1, 2013 through September 30, 2016.
 
 
ISSUE:
 
Metro Health is requesting City Council authorization of an agreement with the Witte Museum in order to obtain de-identified aggregate data reports from the Witte's "H-E-B Body Adventure" interactive exhibit. The childhood health behavior and bio-metric data obtained through this exhibit will assist in establishing baseline data for the 10 selected neighborhoods for Metro Health's Neighborhood Based Physical Activity and Health Promotion 1115 Medicaid Waiver project.
 
In addition, Metro Health seeks City Council authorization to increase compensation to include reimbursement for mileage expenses for an existing agreement with the UT Health Science Center to conduct health provider education and outreach regarding the Adolescent Medical Home model as part of Metro Health's Teen Pregnancy Prevention project.
 
 
ALTERNATIVES:
 
Without the proposed agreement, Metro Health will have to forgo collaboration for valuable public health data that could be utilized by Metro Health for the public purpose of improving the health of San Antonio and assist with establishing important baseline data for Metro Health's Neighborhood Health 1115 Waiver project.  In addition, without the proposed amendment to the existing agreement with the UT Health Science Center, the contractor will not have sufficient funding to compensate staff that is conducting outreach and education regarding the Adolescent Medical Home model as part of Metro Health's 1115 Teen Pregnancy Prevention project.
 
 
FISCAL IMPACT:
 
Funding for the agreement with the Witte Museum will be appropriated annually, by fiscal year, for three payments of $83,333.33.  In addition, the contract amendment for the agreement with the UT Health Science Center will increase compensation by $4,170.00 for health provider education and outreach bringing the total amount to $382,170.00 over the three year period beginning October 1, 2013 through September 30, 2016.    
 
Funding for both the agreement with the Witte Museum and the UT Health Science Center contract amendment is available and budgeted within Metro Health's Medicaid 1115 Waiver fund.
 
 
RECOMMENDATION:
 
Staff recommends approval of an Ordinance authorizing an agreement with the Witte Museum to provide funding for collaboration in assessing childhood health behavior and bio-metric data through the "H-E-B Body Adventure" interactive exhibit at the Witte Museum and the amendment to increase compensation to an agreement with the UT Health Science Center for health provider education.  Authorization of this contract and contract amendment will further assist Metro Health with meeting its goals and objectives associated with the Medicaid 1115 Waiver project.
