Refuse Collection Trucks

 

 

SUMMARY:

 

An ordinance accepting the offers from Grande Truck Center and Rush Truck Center to provide 24 replacement and one additional automated side load refuse trucks for a total cost of $8,043,542.28.  Funding is available from the Equipment Renewal and Replacement Fund (ERRF) and Solid Waste Operating Fund.

 

 

BACKGROUND INFORMATION:

 

Submitted for City Council consideration and action are the offers from Grande Truck Center and Rush Truck Center for the purchase of 24 replacement automated and one additional side load refuse trucks for a total cost of $8,043,542.28.

 

Rush Truck Center will provide seven replacement trucks consisting of a Peterbilt 320 cab and chassis with a Scorpion 30 Cubic Yard Capacity Automated Side Loader Refuse collection body for a total cost of $1,992,151.28. 

 

Grande Truck Center will provide seventeen replacement and one additional automated side load refuse trucks for a total cost of $6,051,391.00.  The contract with Grande Truck Center will provide five replacement trucks and one add-on  truck consisting of a Mack LR613 cab and chassis with a Heil Durapack Python Refuse Collection Body 28 plus Cubic Yard, High Compaction, Automated, Side Load refuse Body.  An additional five replacement trucks will consist of a Mack LR613 cab and chassis with a Scorpion 30 cubic yard capacity automated side loader refuse collection body.  Finally, seven replacement trucks will consist of an Autocar ACX 64 Xpeditor, Compressed Natural Gas (CNG) powered cab and chassis with a Heil Durapak Python 28 plus cubic yard capacity, high compaction, automated side loader refuse body. 

 

These refuse trucks will be placed in service by the Solid Waste Management Department (SWMD) for collection of curbside refuse, recyclables and organic materials from City residences.  SWMD currently operates 179 side load refuse trucks in its fleet. 

 

ISSUE:

 

This contract will provide SWMD with 25 automated side load refuse trucks.  Twenty-four units are replacement trucks and one truck will be an additional unit to the City’s fleet.  The replacement of the of the automated side load refuse trucks is consistent with the City’s ERRF.  The refuse trucks will be used for collection of curbside refuse, recyclables and organic materials from City residences.  

 

The life expectancy of these vehicles is 72 months. 

 

The side load refuse truck’s cab and chassis has a one year warranty, the engine has a two year warranty, the transmission has a five year warranty, and the side load refuse bodies have a three year complete warranty.

 

Due to the lack of small, minority, and/or women businesses available to provide these goods and services, the SBEDA Program did not apply to this solicitation.

 

The recommended awards are to Grande Truck Center and Rush Truck Center, both of which are local businesses.  Therefore, application of the Local Preference Program was not required.

 

The Veteran-Owned Business Program does not apply to good/supplies contract, so no preference was applied to this contract.

 

ALTERNATIVES:

 

Should this contract not be approved, the SWMD’s ability to provide essential services to the residents of San Antonio could be affected.  All of the replaced equipment has met or will meet its age or mileage requirement cycles before replacement.  The replacement date is considered the optimum time for replacement as delaying the acquisition could make the vehicles no longer economically feasible to repair and could lead to the SWMD’s inability to provide essential services to the residents of San Antonio. 

 

FISCAL IMPACT:

 

This ordinance authorizes a contract with Grande Truck Center and Rush Truck Center to provide 25 side load refuse trucks for a total cost of $8,043,542.28. $314,846.00 will be paid through the FY 2017 Solid Waste Operating Budget and the balance of $7,728,696.28 will be funded through the FY 2017 ERRF Budget.

 

The replacement of these units is consistent with the City’s vehicle replacement program.  Moreover, the additional truck will be placed in the ERRF upon entry into service.

 

RECOMMENDATION:

 

Staff recommends the approval of the contracts with Grande Truck Center for a cost of $6,051,391.00 and Rush Truck Center for a cost of $1,992,151.28.  The total cost of these contracts is $8,043,542.28 for the purchase of 25 automated side load refuse trucks. 

 

These contracts were procured on the basis of a Public Health or Safety exemption and Contract Disclosure Forms are not required.
