SUBJECT:

 

2016 - 2017 Task Order Contract for Pavement Markings

 

 

SUMMARY:

 

An ordinance for the FY 2016- FY 2017 Task Order Contract for Pavement Markings, accepting the lowest responsive bid and awarding a construction contract in an amount not to exceed $1,589,475.00 to M&M Striping and Power Washing LLC for the installation and maintenance of pavement markings at numerous locations throughout the City as approved in the FY 2017 through FY 2021 Adopted Five Year Infrastructure Management Program.

 

 

BACKGROUND INFORMATION:

 

The Pavement Markings contract will be utilized primarily to complete pavement-marking maintenance on projects identified in the FY 2017 through FY 2021 Adopted Five Year Infrastructure Management Program (IMP) along with additional projects that materialize throughout the contract term and can be completed within the contract capacity. Work activities will be allocated in the form of task orders as availability of funds is identified.

 

All pavement markings (vehicle lanes, bike lanes, crosswalks and stop bars) within the project limits are refreshed with this specific task order contract.  New stand-alone bicycle lane projects funded and included under the ATD tab in the IMP will be executed under a separate task order contract. 

 

Potential funding sources for individual work orders include, but are not limited to, General Fund, Advanced Transportation District (ATD) Program, Annual Traffic Signal Program, and Neighborhood Access and Mobility Program (NAMP) funds.

 

In March 2016, this task order contract was advertised for construction bids in the San Antonio Hart Beat, City’s website, Texas Electronic State Business Daily, TVSA and through the TCI Small Business Office. Bids were due on April 5, 2016 and three bidders responded. M&M Striping and Power Washing LLC was the lowest responsive bidder with a bid amount of $1,589,475.00. 

 

M&M Striping and Power Washing LLC are within the scope of the SBEDA Program.  However, due to lack of available firms and/or subcontracting opportunities, the Goal Setting Committee was unable to apply a SBEDA tool to this contract.

 

This construction contract was developed utilizing the low bid process; therefore, a Discretionary Contracts Disclosure Form is not required.

 

 

ISSUE:

ALTERNATIVES:

 

An alternative to utilizing an outside contractor to complete these projects would be to utilize in-house staff. However, the required equipment is not available to staff. M&M Striping and Power Washing LLC can expedite project delivery and ensure completion of IMP pavement markings related projects.

 

 

FISCAL IMPACT:

 

Work activities will be allocated in the form of task orders as availability of funds is identified. Potential funding sources for individual work orders include, but are not limited to, General Fund, ATD Program, Annual Traffic Signal Program, and NAMP funds. If funding for any work activities was not previously appropriated, funding will be identified and appropriated through subsequent City Council action.

 

 

RECOMMENDATION:

 

Staff recommends the approval of this ordinance awarding the FY 2016 - FY 2017  Task Order Contract for Pavement Markings construction contract to M&M Striping and Power Washing LLC in an amount not to exceed $1,589,475.00.
